REQUEST FOR QUOTATION

Terms of Reference for applications to support the work of the UN in India with Parliamentarians and Legislators

Objective:

The United Nations in India supports partnerships with the Parliament and State Legislative Assemblies to further knowledge sharing on the Millennium Development Goals. In this context, the UN would like to invite proposals from research organizations and NGOs to strengthen the understanding and capacities of elected representatives on development issues and the Millennium Development Goals (MDGs).

Expected deliverables:

The organization would, in association with/on behalf of the UN, develop the following with respect to the Millennium Development Goals:

1) Analysis of issues discussed in the Parliament

i) Analysis of issues discussed in the Question Hour with respect to the Millennium Development Goals; the gaps that could be addressed; the top fifteen Parliamentarians who have raised the maximum number of questions pertaining to the issues; party wise, state wise and gender wise analysis of questions raised. Each of the MDG would need to be analyzed separately

ii) Analysis of issues discussed in the Debates with respect to the Millennium Development Goals; the issues that were raised; party wise, state wise and gender wise analysis of the participants. Each of the MDG would need to be analyzed separately

iii) Short summaries of recent Legislation pertaining to the MDGs

iv) Short summaries of Bills pending in Parliament (pertaining to the MDGs) and the issues they seek to address

2) Analysis of issues discussed in the State Legislative Assemblies of Andhra Pradesh, Bihar, Chhattisgarh, Madhya Pradesh, Orissa and Rajasthan

i) Analysis of issues discussed in the Question Hour with respect to the Millennium Development Goals; the gaps that could be addressed; the top fifteen Parliamentarians who have raised the maximum number of questions pertaining to the issues; party wise, state wise and gender wise analysis of questions raised. Each of the MDG would need to be analyzed separately

ii) Analysis of issues discussed in the Debates with respect to the Millennium Development Goals; the issues that were raised; party wise, state wise and gender wise analysis of the participants. Each of the MDG would need to be analyzed separately

Please note:
• Organisations may submit proposals for all or some of the above deliverables/components
• The proposals must be accompanied by detailed budgets for each component
• UNDP reserves the right to award the contract to one organization or different components to different organizations.

Agency profile

Proposals are invited from agencies/organizations that have: • High quality human resource • Established expertise and experience in tracking the functioning of Parliament and State Assemblies • Established expertise and experience in analysis of key issues and legislations
