India Office Director - The Swallows India Bangladesh

The Swedish organisation The Swallows India Bangladesh is now looking for an engaged and committed India Office Director (IOD) who will be responsible for our work in India. Our India office is placed in Bangalore. The Swallows applies probationary employment for 6 months and employment is dependent on the year-to-year financial support from The Swallows’ main donor Forum Syd.

The Swallows India Bangladesh
The Swallows India Bangladesh is a small non-governmental organisation neither affiliated to any political party nor of any religious denomination. The Swallows was formed in 1959 and started to work in India in 1962. The organisation is a member of the International Emmaus Movement. Our vision is a just world, free from poverty, where people with power to influence their own lives live in solidarity with each other, and in a sustainable relationship with nature. The Swallows’ mission is to work with and promote sustainable development through partnerships with local organisations in South Asia. We employ a rights based approach to improve living conditions and we support NGOs in India and Bangladesh working in rural development with a focus on environment, natural resources and livelihoods. We have a power perspective on our work and support marginalised groups such as Dalits, Adivasis and women in their struggle for their rights. The organisation aims at being a non-hierarchical workplace and promotes gender equality and equal opportunities for marginalised groups.

The work in India
After having supported separate projects in the past, The Swallows will in 2011 start supporting more holistic programmes, focusing on Forest rights for Adivasis, Food sovereignty, Dalit rights and Environment/livelihood. The planning process for the programmes took place in 2010 and the programmes will be implemented and further developed together with our partners in 2011.

Main responsibilities
The IOD is The Swallows’ representative in India. She/he is the link between The Swallows’ head office in Sweden and our partners in India, as well as the link to other actors in the country. She/he should be updated on the political, economical and social development in the country in order to provide The Swallows with relevant information for analysing our presence in India and for our information work in Sweden. The IOD will work at The Swallows office in Bangalore and will keep frequent contact with the Director of The Swallows in Sweden.

Responsibilities of the IOD are:
1. Overall responsibility for the programmes in India, i.e. planning, monitoring and evaluation (LFA, PRA, baselines, significant changes, case studies and processes of empowerment).
2. Budget, administration and reporting for The Swallows’ office in India, presented to the head office in Sweden and to The Swallows’ donors.
3. To be in close contact and dialogue with our partners in India (field visits apply).
4. To be in contact with The Swallows in Sweden in order to pass on information about our partners, the programmes, as well as political, economic and social developments in the country.

Desirable profile
- Masters in Economics/ Social Sciences in the field of Development studies
- Experience of working in INGO/NGO
- Experience of working with issues concerning poverty/justice/ livelihood/environment/natural resources/rural development
- Experience of networks/movements/activism/grassroots work in India
- Experience of working with marginalised groups, such as Dalits, Adivasis and women
- Experience of PME (planning, monitoring and evaluation) of development projects/programmes
- Experience of LFA, PRA, baselines, significant changes, case studies and processes of empowerment
- Knowledge of Rights Based Approach (RBA)
- Experience of handling budgets, financial administration and book keeping
- Experience of administrative work and contact with authorities
- Ability to be responsible for budget and anti-corruption work both with partners and within The Swallows
- Computer skills in MS Office packages
- Experience of reporting and writing articles in excellent English
- Willingness to travel (within India as well as to Bangladesh and Sweden)
- Willingness to have flexible working hours
