PATH a US-based international nonprofit organization with the mission to improve the health of people around the world by advancing technologies, strengthening systems and encouraging healthy behaviors. In India, PATH has a country office in New Delhi with site offices in Bhopal, Hyderabad, Lucknow and Mumbai. PATH in India has developed a diverse portfolio of public health programming in the fields of immunization, infectious and vector borne diseases, health technology commercialization, vaccine development and introduction, HIV and sexual and reproductive health, and maternal and newborn health.

PATH has a growing portfolio in maternal and newborn health. One of the major projects in this portfolio is a five-year project, Sure Start, that aims to reduce maternal and newborn mortality and morbidity in the states of Uttar Pradesh and Maharashtra. Sure Start works in partnership with lead nongovernmental organizations (NGOs) in seven districts of Uttar Pradesh and seven urban sites in Maharashtra to improve maternal and newborn health through community action.

PATH invites applications for the position of Project Administrator for the Uttar Pradesh component of the Sure Start project. The position will report to the Sure Start State Coordinator of Uttar Pradesh and will be responsible for managing budgets, forecasting, analysis and managing PATH’s Lucknow office. The incumbent will also collaborate with the Operations team and the MNH Project Administrator to set strategic priorities, allocate labor and resources, and establish project management and support systems. Specific responsibilities include:
• Track life of project expenditures against budgets informing program staff of individual project status.
• Analyze and interpret monthly expense reports and labor reports for projects.
• Review financial reports to donors prepared by headquarters.
• Prepare and maintain monitoring system for sub agreements.
• Oversee the issuance of consulting services agreements, work orders, and purchase orders in compliance with PATH policies.
• Oversee and review sub recipient proposals and documents to assure compliance with PATH's and the donor's standard provisions.
• Oversee financial monitoring and assist with the coordination and financial management of project sub agreements in accordance with proper accounting principles and donor requirements.
• Manage annual work plans for the project in consultation with project leader and MNH project administrator.
• Facilitate group meetings, including setting agendas, reviewing minutes, and following up on action items.
• Manage the Lucknow office
• Supervise staff, as requested

Required Skills:
• Proven financial management and budgeting skills.
• Demonstrated administrative and/or project management skills.
• Excellent organizational practices.
• Basic knowledge of IT and network systems.
• Demonstrated success working in a team environment with program and technical staff.
• Good communications skills - both written and spoken English.
• Demonstrated proficiency in MS Office, including Excel, Access, Word and PowerPoint.

Qualifications:
Graduate degree, plus seven years of experience in administrative and/or project management and contract functions that demonstrate skill in budget development, financial tracking and analysis, and the design, implementation, and management of project coordination systems; Experience in working with major donor awards will be preferred.
