Terms of
Reference (TOR) to adapt training curriculum and organize
trainings for different cadres of health and ICDS functionaries
of the Government of Bihar, on the Revised Childhood Diarrhea Management
programme.
1.
Background:
Micronutrient Initiative (MI) in collaboration with the Government of
Bihar is implementing the project ‘Reducing childhood diarrhea through
sustainable use of zinc and oral rehydration solution (ORS)’ in Bihar,
with support from the Children’ Investment Fund Foundation (CIFF). The
project aims to increase the coverage of Zinc and ORS for the treatment
of childhood diarrhoea and improve compliance to the recommended course
of treatment by the caregivers, through public health service delivery
channels in Bihar.
2. Scope of
work:
To
improve the use of Zinc and ORS as a treatment regime for management of
childhood diarrhea, the health and ICDS functionaries including Medical
Officers,
Auxiliary Nurse Midwife (ANM), Accredited Social and Health Activist (ASHA),
Child Development Program Officers (CDPO), Aganwadi Workers (AWW),
Supervisors and Block Health Managers (BHMs), Block Community Mobilisers
(BCM), Pharmacist and Public Health Nurse,
need to be
trained on
technical
and program management
aspects.
The project
has completed trainings in 5 districts recently and proposes to initiate
trainings in additional 5 districts starting October 2011. The districts
include,
Munger,
Khagaria, Saharsa, Supaul and Madhepura.
The expected
numbers of participants are as follows (this list is not comprehensive
but contains the key cadres to be trained. A more accurate list of
participants will be provided later):

Proposed
Training model:
The
training is proposed to happen at 3 Levels. Level 1 training includes
Medical Officers and CDPOs trained by Medical Officer trainers who are
functionaries of the public health system. Level 2 training involve ANMs
and other supervisory functionaries trained by professional trainers
proposed to be hired by the agency. Level 3 training involve ASHA and
Anganwadi workers trained by professional trainers as above. The training
plan is illustrated as below:
MI is
seeking the services of a competent agency to adapt the existing training
curriculum and conduct training in the above mentioned districts in
Bihar.
The specific
activities to be undertaken are as follows:

Develop a
training plan and schedule for state, district and block-level
trainings, in consultation with key stakeholders

Identify
and orient Lead trainers
-
Conduct
master training program(s)/TOT at the state level for Medical Officers
and for professional trainers. The TOT would range from 2 – 5days.

Facilitate
district level training of Medical Officers
-
Facilitate
block-level training for various other cadre mentioned above
3. Training
logistics:
Each
training program should be of one day duration. Average size of
each batch will be 25-30 participants. As far as possible existing
infrastructure and facilities in the district and block level should be
used for organizing the training. In addition to lunch and refreshment,
the participants will be eligible for local travel of Rs. 100 as per the
current norms.

This is a
short term contract and the training is intended to be completed by

As the
training is expected to pose logistical challenges, it is our opinion
that a consortium is best placed to undertake such a task unless
otherwise demonstrated.
