consulting firm with more than 15 years of experience in executing
consulting assignments across diverse sectors in India and overseas.
IMaCS has been engaged by an UN Agency to provide technical assistance
towards financial and human resources management for various programmes
in Assam & other North-East States.
IMaCS
invites applications from qualified candidates for the 01 (One) position
of Programme Co-ordinator for Guwahati, Assam. The
Consultant will provide regular support to key Departments like PHED,
Elementary Education, SCERT, NRHM, P&RDD and ensure effective convergence
on School Sanitation and Hygiene Education (SSHE).
Major Tasks to be accomplished
-
Technical Co-ordination
·
Liaison with key Departments like PHED, Elementary
Education, SCERT, NRHM, P&RDD and ensure effective convergence on School
Sanitation and Hygiene Education (SSHE)
·
Lead WASH Cell and provide time to time guidance and
technical inputs to hygiene promoter/s in performing their duties and
ensure timely and quality deliverables from the team
·
Co-ordinate with DEO/DMC office to streamline/ expedite
the implementation of sanitation and drinking water facilities also SSHE
·
Any other duties relevant to the TOR / work as assigned by
the MD, SSA
·
Programme Co-ordinator, WASH Cell’s professional time will
be divided as follows:
50% Field
visit to all the districts
10% other
relevant tasks as assigned by MD, SSA
20% Report
preparation / Analysis
20% Meeting
/ Review / Trainings
B.
Deliverables:
·
Ensure timely submission monthly progress report by the
SSA within 5th of next month. Also ensure submission of hard copies of
the monthly progress report to MD, SSA and UN Agency.
·
Brief monthly progress reports, detailed analytical
quarterly report & presentation for reviews and a comprehensive contract
end report including success stories.
·
Monthly travel plan to be approved by 30th of
previous month – by the agreed supervisor (MD,SSA)
·
Monthly report to be submitted by 5th of the month for
timely release of payment as per prescribed format
·
Timely Submission of U/C for the salary & expenditure
release
C.
Supportive Supervision & Monitoring
·
Conduct training on Water, Sanitation and Hygiene (WASH)
in Schools in line with RTE for various stakeholders based on the agreed
work plan (quarterly/monthly) and effective use of IEC material and other
communication tools
·
Ensure
improvement school sanitation coverage in poor performing Districts,
effective usage of the infrastructure created the change in behaviour,
convergence with line Departments by carrying out regular field reviews
Official Travel
involved
·
Frequent
travel within Assam
·
50% of the total work time on Field visits with in all
Districts.
Qualification and Experience
·
Bachelor’/Master’s Degree in Civil Engineering,
Master’s degree in Social Sciences, MSW or any other relevant stream from
recognised university
·
Minimum five years of relevant work experience with at
least 3 years of experience in Rural Water Supply and Sanitation sector.
·
Candidate with relevant work experience in school water,
sanitation and hygiene issues will be an asset
Knowledge,
Skills & Languages:
·
Strong management, negotiation, motivation and leadership
skills.
·
Understanding the working procedure of Govt., SSA & PHED
·
Knowledge of documentation, report writing, basic
estimation, data analysis
·
Working knowledge of computers including MS Office
package, essential
·
Proficiency in spoken and written English as well as local
language essential. Knowledge of local language(s) (Assamese / Bengali /
Boro etc.) will be an asset.
Performance Review:
The
performance of the Programme Co-ordinator will be critically reviewed on
quarterly basis and his/her extension of the period will depend strictly
on the basis of his/her performance.
Contract
Duration and Appointment
Initially for 11
months (with possibility of extension based on performance review).
Monthly remuneration of the Programme co-ordinator will be as agreed by
SSA and UN Agency.
