The International Committee of the Red Cross (“ICRC”) seeks a senior, experienced professional to support its communication efforts in India and the South Asian region (“SOUC”) by contributing actively to the understanding and analysis of key issues relevant to the ICRC and the Red Cross Movement in the region.

2. Scope of the Job
The Senior Communications Officer is the person responsible for ensuring the highest standards of quality of research, analysis and writing within the ICRC's communication department at the Regional Delegation. S/he will lead efforts to develop and implement strategies for improving the organisation's analytical capacity so as to contribute to the Delegation’s understanding of the humanitarian situation in India and South Asia. The Senior Communications Officer will be a senior member of the Delegation's Communication staff, working closely with other members of the Communication Department. S/he will be based in New Delhi, and will serve as the organisation's Communication’s Programme Responsible during the absences of the Communication Coordinator. Frequent travel in various states of India, and sometimes abroad, is a required component of this job.
3. Responsibilities
Research & Analysis:
• Conducts research into the humanitarian situation of India/South Asia, and its different contexts and regions affected by situations of violence as well as other situations having an impact on the humanitarian environment, as assigned by the Communication Coordinator.
• Compiles relevant material including press reports, interviews, research papers, and internal reports on issues of interest for the Delegation.
• Assists in the drafting and editing of detailed analytical papers and reports, setting out relevant trends and issues, and exploring appropriate implications for the work of the ICRC and the Red Cross movement.
• Works closely with other Communication staff (operational communication, production/documentation centre) so as to adopt a coherent and integrated approach towards communication, and also to ensure the quality all public communication and dissemination material.
Writing, editing and proofreading:
• Regularly produce written reports, papers and situation analyses which demonstrate a detailed understanding of the relevant issues, the facility to transmit often complex ideas in a clear and precise way and a commitment to accuracy and excellence throughout.
• Oversee the rest of the Department in the writing, editing, proofreading of documents for publication (leaflets, books, features, interviews, etc.) and internal distribution.
Office management:
• Works closely with the Communication Coordinator to supervise the activities of the Communication Department.
• Provides advice and contributes to the implementation of the communication activities in all regions covered by the Regional Delegation.
• Participates in the annual planning process, and is aware of the budget of the department
• Maintain subscriptions to relevant newspapers and electronic news and information services
4. Qualifications, Skills and Experience:
• Postgraduate degree at Master’s level or equivalent in a relevant topic (Journalism, Political Science, Sociology, History, etc).
• A minimum of eight years professional experience in journalism, practical research or NGO work, and/or policy development in India and South Asia with a proven publications record.
• Excellent writing and editing skills in both English and Hindi. Other languages an asset.
• A strong network of relationships with journalists, senior researchers, academics, political writers and other analysts in the South Asian region.
• A strong interest in political and/or humanitarian issues, human rights and international affairs and the capacity to understand and represent the ideals and mandate of the ICRC and the Red Cross movement.
• Excellent presentation skills and public-speaking ability.
• The ability to work quickly and well under pressure with a diverse and dynamic team.
• Proactive, well organized, and able to work as part of a team as well as independently.
• Ability to think conceptually, creatively, and strategically.
Salary and Benefits: According to experience and within the ICRC salary scale.
