 We are looking for a competent and committed person for the post of

OFFICE MANAGER


in the EU-funded Project on
Institutional Capacity Building for the Civil Aviation Sector in India

with immediate start and planned end of Project in December 2012. The Project is for the benefit of the aviation sector and will strengthen the institutional capacity of the Civil Aviation regulator in India and help ensure a safe and secure aviation environment.

Main Responsibilities and Tasks of the Office Manager:
• Plan and organize the routine and special administrative activities of the office to safeguard scheduled project implementation (e.g. Keep and regularly up-date attendance records of all experts and project staff and liaise with the Project Assistant in maintaining the monthly Time Sheets for each expert and staff/ Monitor compliance with the reporting obligations of the office and assist in the compilation of regular project performance reports required by the Terms of Reference of the project etc)
• Maintaining an effective financial management system covering all aspects of project implementation and office administration, including management of project accounts
• Ensure regular communication between the Project Office and offices of the Contracting Authority, the Contractor and the Project Partner Organisation
• Manage all aspects of personnel administration in compliance with rules and regulations issued by the Contracting Authority and the Contractor and provide administrative support services to all project team members and externally contracted expert staff.
• In close coordination with the owner/landlord of the premises, secure the continuous operational functioning of premises, fixed installations, offices, furniture and equipment through regular maintenance and timely necessary repair
• Develop in cooperation with all project staff a clear, concise and user-friendly filing system for all office administration records, project files, financial files and related
• Arrange and co-ordinate all logistics operations for planned project activities, including training sessions, workshops, and study tours (e.g. by issuing travel authorizations, detailing overnight stay and daily subsistence allowances, assist in drafting reimbursement claims, reserve hotel accommodations and provide transport arrangements)
• Perform other duties within the range of above responsibilities as requested by the Project Team Leader

Qualifications/Competencies required:
Academic: University degree in economics, law, business administration or
related disciplines
Professional:
- sound practical knowledge of all aspects of administering an assistance project office in India
- proven skills of effective and efficient management of office premises, project personnel and office procurement and logistics
- basic bookkeeping and accounting skills
- very good interpersonal communication skills and proven capabilities of working successfully in a team
Work Experience:
- minimum of 3 - 4 years of management experience in office administration
- work experience in the office of an internationally funded project, preferably in a EU funded project environment
Operational Languages:
- Excellent command of Hindi language required.
- Excellent command of English (both written and spoken).
Other Competencies:
Computer literacy (MS word, Excel/Spreadsheet required, Power Point)

Working hours: 40 hrs/week (Mon-Fri)
Other Details: The post is based in New Delhi, Building of the Safdarjung Airport. The contract is with a probation period starting as soon as possible and continuing until 31st December 2012. Competitive remuneration package is offered.
