To lead the development, implementation and monitoring of strategy and direction of Area Development Program (ADP) and sectoral (including relief, micro finance unit, health special projects. Global Fund SR etc.) programs throughout Thailand in line with World Vision Foundation in Thailand (WVFT) and WV International partnership mission, strategy and core values.

• To enhance the quality and impact of ADPs and sectoral programs throughout Thailand, adding value to transformational development that is sustainable, community based and focused on the reduction of poverty and well being of children.
• To promote learning and coordination within and between ADPs, Non-Sponsorship Projects and WVFT’s sectoral programs, MFU, operational / technical support units, HR and ministry support departments.
• To build the capacity of operations managers and other direct reports, through coaching, supervision and support that would develop their capacities and skills, enhances their performance and spiritual formation.
• To provide management support to operations managers and other direct reports in their fulfillment of their positions, plans and priorities.
• To represent WVFT’s operations and liaise with relevant stakeholders, including: Partners in the local Government, NGO, INGO, UN Agencies, Churches as well as WV International Partnership, with Support Offices and donors.

1. Strategy and Direction: Provide leadership in the development, review and monitoring of strategies and plans for WVFT Field Operations Ministry for Area Development and sectoral programs within WVFT’s overall strategic plans.

2. Projects ministry quality and standards: Facilitate the continued development and monitoring of standards and indicators in transformational development that is community based, sustainable, holistic, and focused on the well being of children and reduction of poverty across all WVFT ADPs and other projects, within WVFT strategic plans and WV partnership policies and ADP ministry standards.

3. Team leadership, coordination and learning: To lead the team of ADP/sectoral/relief ‘operations managers’ building cooperation, team spirit and a supportive environment which reflects WV’s core value ‘we value people’. This includes sharing, learning and coordination across all operational and program areas on ministry/program issues. It also includes leadership of WVFT’s Operations group which brings together ADP and sectoral managers to develop strategy, standards, indicators and share best practices.

4. Spiritual nurture and Christian witness: Provide spiritual leadership to ADP and sectoral Operations managers and their teams, facilitating a supportive environment for spiritual formation of staff, the internalization of WV’s Vision, Mission and Core Values. Encourage the full and appropriate expression of World Vision’s Christian identity, and monitor the implementation of WV’s policy on witness to Jesus Christ. Participate in, and leadership of daily devotional meetings, weekly chapel, annual staff retreat, day of prayer and other events.

5. Supervision and staff development: To supervise all directly reporting staff, including: staff recruitment, orientation, on going management support, quarterly coaching, annual performance planning and appraisal. Support the professional and personal development of these staff through on the job coaching, identification of learning and training needs and opportunities.

6. Project design, planning, monitoring and evaluation: Support operations managers and ADP teams in their development of ADP designs with: situation analysis, baselines, design framework, concept paper and proposal writing, multi-year and annual planning and budgeting. Support operations managers and ADP teams in their monitoring of ADP performance and progress against objectives, and in the planning, preparation and implementation of periodic evaluations with community, partners, staff, WVFT and support office involvement. Lead and coordinate training and capacity building initiatives in the area of project design, planning, monitoring and evaluation across all operations areas. Lead and coordinate the process of ADP design review, ensuring WV partnership and WVFT standards are met.

7. Identification and development of new ADPs and related projects: Provide leadership and support to operations managers in planning for and developing ADPs in new areas, including area selection and needs assessment, development of project designs, writing and submission of concept papers and project proposals, and funding negotiations with support offices and donors.


8. Seeking New Funding Streams for new ADPs, Initiatives and other projects – Provide leadership and support in looking for new funding streams for new ADPs, initiatives and other projects pertaining to poverty alleviation and social problems such as human trafficking, migration, AIDS, HEA etc.

9. Stewardship and financial management: Support and promote WV’s core value “we are stewards” throughout WVFT ADPs and Operations areas. Review and approve project expenditures in line with assigned levels of authority, and ensure high standards of stewardship and accountability and compliance with WV financial policies and procedures, including participation in and follow up of periodic audits.

10. Budget planning and management. Leadership and support in coordination of overall country wide budget planning and management for ADPs and sectoral projects, in line with WV partnership and WVFT requirements and procedures for multi-year and annual budgeting, mid year budget review etc; liaising closely with operations managers, other divisions and Country Director.

11. Sponsorship relations services: Support SRS Manager and SRS teams in national and operations offices and ADPs in ensuring that WV partnership sponsor relations services standards are met, including child protection. Support and monitor - the deployment and decentralization of new SR information management systems, the continued learning and sharing of good practice, constructive and close relationships between SRS and other aspects of ADP operations, and support office communications.

12. Support office and donor relations. To liaise with WV support offices and donors funding WVFT ADPs including SO/Major donor visits, meetings, telephone contacts, e-mail and other communications, as well as fulfillment of Partnership support office and donor reporting requirements.

13. Representation and liaison within WV partnership: Represent ministry within the international WV partnership. Develop and maintain positive and productive relationships with WV’s Asia Pacific Regional Office and other relevant partnership and regional ministry leaders and advisors. Participate in relevant regional and international networks, working groups, workshops, meetings etc, contributing WVFT’s experiences, perspectives and learning and feeding back to operations managers, ADP Managers and others in WVFT the major trends, developments, learning etc from around the partnership.

14. Internal coordination and relationships within WVFT: Develop mutually supportive relationships with other departments and staff in WVFT and actively work with them in order to facilitate effective management and administration of programs and people, and in the development of appropriate policies, systems, procedures etc - including other departments, e.g. finance, audit, IT, Human Resources, communications, NRD, etc.
15. Wider leadership and management participation in WVFT. As a member of WVFT’s Core Leadership Team (CLT) to model servant leadership ; uphold, nurture, guide and protect WV’s Christian identity, mission, core values, provide strategic guidance and directions for WVFT. As a member of WFVT’s Executive Management team, to participate and contribute to wider organisational decisions and policies; to help uplift the leadership standard of the CLT; attend and contribute to CLT and EMT meetings, and represent CLT and EMT in other forums and venues in WVFT.

16. Planning, management, budgeting and reporting of Operations group : Prepare, review and submit to the National Director annual plans of action, annual budgets and monthly reports. Meet with the National Director regularly for support and updates.

17. Visit ADP projects, communities and operations area offices and teams for the purposes of: Interaction with children, women, men within families and communities that are the primary stakeholders of WV’s transformational development ministry. This is to maintain a good understanding of poverty and development in Thailand’s operations managers, to see emerging successes, learnings and challenges in ADPs and Operations offices, and to provide encouragement and support, build relationships and to reinforce WV’s vision, mission and core values.

18. Undertake other duties as reasonably assigned by the National Director.

REQUIRED:
* Master's Degree in International Development, Business Administration, Public Health, economics, rural development or similar, preferred.
* At least 3 years of World Vision senior management experience in developing countries
* 5 years experience in NGO work
* A leader with vision who is able to inspire and motivate others to a shared vision.
* Must have an attitude of humility and integrity
* Demonstrated track record in development proposal, funding acquisition and grant management for major government donors, required.
* Demonstrated experience in program or project design, implementation, monitoring, evaluation and report writing, preferred.
* Programming knowledge of specific sector (Education, Food and Water security, Health, Peace and Justice) an asset.
* Excellent written and verbal communication skills, especially in a cross-cultural environment, and ability to analyse and solve problems, persuade, network and negotiate.
* Strong planning and organizational skills and ability to prioritize and handle multiple tasks.
* Ability to work gracefully under pressure.
* Demonstrated ability to work well with national staff and a passion for capacity building, staff and organizational development
* Computer literate in Microsoft Office, Lotus Notes or similar database, email and Internet.
* Fluency in English required.
* Aware of and willing to support the organisation in the pursuit of World Vision’s mission statement and have personal and family lifestyles that are consistent with World Vision core values.
* Strongly committed Christian with evidence of mature faith.

PREFERRED:
* Knowledge of Thai language an asset
