The Operations Director is responsible for the strategic leadership and results-based management of World Vision Cambodia’s programming operations (including Transformational Development (TD), Humanitarian and Emergency Affairs (HEA), program quality, technical support, and sponsorship).
Strategic Management
-Stay abreast of, analyze and advise the National Director on trends in programming, operational, country and donor environments to facilitate strategic decision making and planning
-Provide leadership in the development, review and monitoring of strategies and plans, in alignment with World Vision Cambodia (WVC)’s five year strategic plan, Regional & Global Strategy frameworks
-Ensure all Operations Departments, Programs and Projects reflect WV’s Integrated Focus and Principle Level Choices, and support WVI Ministry Objectives
-Ensure rolling multi-year growth plans for Area Development Programs (ADPs) and other programs are maintained, taking the lead in negotiations with Support Offices
-Ensure strategically aligned and proactive resource acquisition to ensure program commitments can be fulfilled
Program Quality & Integration
-Ensure strong Design, Monitoring and Evaluation (DME) and Learning through Evaluation with Accountability and Planning (LEAP) compliance in projects through effective collaboration between program operations and the PQL-LEAP department.
-Ensure systems are in place to ensure all programs are producing quality designs and outputs that make a significant difference in the communities where WVC works.
-Ensure effective models of integration between funding types, between Zonal Operations and Sectoral Programs are developed, understood and used for design, implementation, monitoring and evaluation.
-Ensure integration between projects is seen as a priority at all levels within the Operations departments, and that the synergy of integration is actively sought and planned for
-Ensure all programs and projects integrate child well-being outcomes and make a measurable contribution to child well-being
-Ensure programme and project managers are meeting high standards of grant management and compliance for all government grant funded projects
-Ensure integrated audit findings (international and local) are communicated to appropriate managers and an effective response is implemented
-Support and manage innovations and new initiatives to improve program quality and impact; enable organizational learning and reflection
Financial Management
-Ensure the management and regular review of all operations budgets, project funding, expenditures and accomplishment of ministry objectives.
-Ensure all projects remain within budget.
-Oversee Operations Division compliance with all relevant sections of the Field Financial Manual including proper accounting systems and practices
-Ensure that projects/management provide appropriate responses on all audit reports and findings. Ensure that implementation plans are developed for the recommendations of the audit reports.
-Ensure integrated audit findings (international and local) are communicated to appropriate managers and an effective response is implemented.
Internal Coordination / Contribution to Overall WVC Management
-Actively participate in Executive and Leadership Team and other senior management forums
-Ensure strong collaboration between Operations and the support function including finance, audit, administration, IT, communications and others
-Ensure effective liaison with VisionFund Cambodia and actively manage the integration of VFC microfinance services with WV Cambodia’s overall operations
Team Building & Human Resource Development
-Build cooperation, team spirit and a supportive, learning environment in the Operations Division and within WVC in general.
-Ensure capacity building of Cambodian staff in leadership development and key programming areas (including LEAP and new technical areas)
-Participate in the recruitment, selection and development of Operations staff.
-Support the professional and personal development of Operations staff through on-the-job coaching, identification of learning and training needs and opportunities
-Facilitate a supportive environment for the spiritual formation of staff, the internalisation of WV’s Vision, Mission, and Core Values.
-Encourage the full and appropriate expression of WV’s Christian identity. Participate in and lead where appropriate devotional meetings, weekly chapel, annual Day of Prayer and other events
External Representation and Relations
-Support the National Director in representing WV to donors, line ministries and partner organizations.
-Ensure that the communications and representation of WVC with WV Support Offices, international donor organizations, and major donors from and by - Operations staff is of the highest quality and transparency
Twin Citizenship
-Proactively contribute to Regional and Partnership forums, initiatives, working groups and networks.
REQUIRED:
-Master’s Degree in international development or relevant social science, public health, business administration, or similar
-At least 8 years program management experience in an international development organization
-At least 2 years experience in a senior NGO management role in a developing country
-Proven leadership ability
-Demonstrated facilitation and collaboration skills
-Excellent written and verbal communication skills
-Excellent relational skills, especially in a cross-cultural environment, and ability to work well with national staff
-Ability to analyse and solve problems, innovate, persuade, network and negotiate
-Strong strategic and operational planning skills and ability to prioritise and handle multiple tasks
-Ability to work gracefully under pressure
-Able to work as part of a team as a positive contributor/ encourager
-Fluency in English required, knowledge of the Khmer language an asset, or willingness to learn it
-Demonstrated track record in resource acquisition and proposal development, including for major government donors
-Has initiated & implemented significant organizational change
-Experience in representation to government, donor & UN agencies
PREFERRED:
-Programming knowledge of a specific WV ministry sector
