National Director: Pacific Development Group and Timor Leste

PURPOSE OF THE POSITION:
World Vision, ( www.wvi.org ) the world's largest international Christian humanitarian aid organization, seeks a National Director to lead our Pacific Development Group and Timor Leste office, based in Brisbane, Australia. The Pacific Development Group and Timor Leste National Office incorporates WVI programme operations in 4 countries: Timor Leste, Papua New Guinea, Vanuatu and the Solomon Islands, with possible extension to other Pacific countries. World Vision is committed to partnering with the people of these countries to help enact sustainable solutions for the future of their communities, families, and children with particular emphasis on Maternal Health & Nutrition, HIV/AIDS eradication, Education (literacy & life skills), Economic Development, Disaster Risk Reduction and Community Based Economic Development.
Duties include, but are not limited to:
Strategically leading, developing and directing the implementation of all aspects of World Vision’s work / as an effective member of the
Partnership in line with Twin Citizenship principles to ensure high
Ministry quality and high impact in the field;
Being accountable for all of aspects of World Vision’s work in the four
countries, including Transformational Development, Advocacy and HEA.
Ensuring that World Vision’s ministry is directly contributing to the
sustained well-being of children and the fulfillment of their rights
within families and communities.
Representing World Vision to all donors, project partners, other World
Vision Partnership offices and divisions, local government, church
representatives and non-governmental organizations. In the region.
Appropriately developing national governance through identifying national
lay leaders for advisory council or board membership and leading
organizational transition.
Liaising with World Vision Australia, World Vision New Zealand, and other
National Offices in the region for the provision of appropriate support
and technical services
SKILLS REQUIRED INCLUDE:
Track record of significant and successful senior management and
leadership experience, both national and international.
Knowledge and experience in one of the following: international
development, emergency relief (domestic or international) and/or
advocacy. Must demonstrate familiarity of the other two
Strong networking skills; previous experience building coalitions with
bilaterals, multilaterals, government, foundations, churches, the NGO
community and corporations.
Knowledge of financial management, audit and compliance of multi-million
USD budgets. Strong track record with donor agencies.
Masters degree or equivalent experience in social sciences, management,
international development or related field. MBA preferred.
Strong Understanding of Human Rights, particularly Child Rights.
Grant Acquisition and Management. Having experience and strong skills in
building relationship with major donors, esp. bilateral and
multilateral institutions, managing government grant funded program
effectively to meet the highest quality and accountability standard
set by donors
Organizational Development. Having experience in establishing an office
or organization, including developing strategy, system, structure,
shared services functions, and organizational culture. Strong change
management and communication skills.
Creativity. Able to look beyond the status quo to identify, lead, and
implement new approaches to both development and organizational
challenges
Cross-cultural Leadership skill. It’s a multi-country office, and
candidates must have experiences working globally in different
context and culture.
Ability to work and travel extensively in country of assignment as well
as internationally (approximately 20-25% of working time).
Successful candidate must show history of leading and managing large
organizations with complex stakeholder environments. Candidate must be
mature leader with proven track record in generating results. We are
