POSITION SUMMARY:
To oversee the programmatic operations of the organization and provide leadership and management support for strategic courses of action in Areas Development and Grant-funded/relief Programmes; to acquire resources in support of programme growth; to ensure that strong strategic and annual planning processes are in place; ensuring efficient and effective implementation of operational goals and objectives while assuring compliance with donor regulations. To build in-house capacities for next generation leadership.

KEY RESPONSIBILITIES:
Ensure Operations Department reflects the national strategy and World Vision’s Transformational Development and Humanitarian Emergency Affairs’ (HEA) standards and guidelines.
Ensure Operations Department is guided by sound developmental principles and World Vision’s Design, Monitoring, and Evaluation Framework (LEAP).
Ensure alignment with World Vision policies, especially as related to operations, including Emergency Relief, Transformational Development, Child Sponsorship, and Child Protection policies.
Advise, approve and evaluate operations budgets, operations funding, expenditures and accomplishment of ministry objectives.
Ensure that proper accounting systems and practices are in place within the Operations Department, so as to facilitate the approval of funding for projects.
In coordination with the Finance department oversee Operations Department compliance with all relevant sections of the Field
Financial Manual and donor regulations.
Support the Operations Management Team to ensure integration of programming, synergies and resource sharing.
Support Operations Management Team in ensuring high standards of grant-funded programmes’ management and compliance with donors’ regulations and standards (government/private donors and support offices).
Support Operations Management Team in ensuring high standards of community-based development in alignment with World Vision’s key documents (including LEAP documents) and in compliance with Support offices requirements.
Work with the Monitoring & Evaluation Officer in providing guidance to all projects and enhance quality ministry in the programming cycle (Design, Monitoring and Evaluation) ensuring full compliance with World Vision project cycle management system (LEAP).
In coordination with the National Director, develop and maintain good relationships with major (government/private) donors and World Vision Support Offices, including planning how to approach donors (government/private donors and support offices); streamlining strategic dialogues and overseeing the implementation process.
In coordination with the National Director, develop and maintain good relationships with World Vision Regional – and Partnership Offices on HEA, Transformational Development and Policy and Advocacy. To represent World Vision BiH on HEA, Transformational Development or Policy and Advocacy events as appropriate.
Act as a role model in advocating/promoting the organization and stakeholder transformation to organization’s principle and vision.
Manage donor concerns (government/private donors and support offices) ensuring proper resolutions for both parties have been reached.
Ensure that recommendations from audit reports and audit findings (relating to program operations) and programme/project evaluations are addressed and implementation plans developed for the recommendations of the reports are in place and accomplished.
Initiate and maintain regular contact with other international nongovernmental organizations and government officials in an effort to obtain experience and coordinate information regarding current and future works in the country.
In coordination with Human Resources department, provide leadership and support to the Operations Management Team to ensure effective management of their teams in terms of forecasting Human Resources needs, core competencies identification and building next generation leadership.
Lead and participate in the recruitment, selection and development of key operations staff.
Ensure that segregation of duties for program teams are in place and followed.
Ensure operations staff compliance with World Vision’s policies.
Ensure conflicts among department (supervisors/subordinates) are being handled/solved properly.
Attend and participate in weekly devotions and other organizational events.
Collaborate with the Operations Management Team, the Management Council, and work with other departments e.g. Sponsorship,
Finance, Human Resources, Administration, Communications and Marketing; as well as with the range of contacts at the community level and with a variety of national and international agencies and donors.

KNOWLEDGE, SKILLS AND ABILITIES:
Strongly committed Christian who celebrates religious diversity and inter-faith dialogue
Aware of and willing to support the organization in the pursuit of World Vision’s mission statement and have personal and family lifestyles that are consistent with World Vision core values.
Full adherence to World Vision Child Protection, Code of Conduct and Conflict of Interest policies.
Bachelor’s degree required, with a Master’s degree in international development, business administration, public health, economics, rural development, or similar, preferred.
