OBJECTIVES OF THE PROGRAMME :
UNITAID's mission is to contribute to scaling up access to treatment for HIV/AIDS, malaria and tuberculosis, primarily for people in low-income countries, by leveraging price reductions for quality diagnostics and medicines and accelerating the pace at which these are made available.

Description of duties:
The incumbent advises the Executive Secretary on partnership building, resource mobilization strategies and networking with partners in order to support the achievements of stated goals of UNITAID. S/he will work closely with UNITAID's Communications Team to craft integrated approaches to advance UNITAID's goals in addition to
working with the Market Dynamics and Operations Teams to develop policy positions and analyses to guide UNITAID actions.

Assigned duties:
Policy:
- Provide policy planning and analysis; develop recommendations for the Secretariat leadership and Board; identify optimal policy options to strengthen UNITAID's status and influence in the Global Health landscape and innovative financing area.
- Conduct policy and technical dialogue with partners to integrate understanding of the organization's global approach with awareness of global trends.
- Plan, coordinate and strengthen advocacy initiatives.
- Demonstrate, through measurable results, effective participation in decision-making spheres where policy priorities are set.
- Report on and assess policy approaches and policy options.
- Proactively monitor global debates and evolutions related to UNITAID's activities and advocacy issues.
- Assess partners and issues UNITAID should be involved in.

Resource Mobilization:
- Lead the determination of UNITAID's resource mobilization goals and plan accordingly.
- Develop approaches that optimize UNITAID's opportunities to secure significant funding as quickly as possible within multi-year donor arrangement through expanding and diversifying UNITAID's current donor base.
- Create opportunities for matching the UNITAID's goals and priorities with donor priorities.
- Ensure implementation of high-level, donor commitments.

Partnership:
- Lead and foster the development and strengthening of strategic alliances and partnerships with all stakeholders.
- Explore innovative partnership opportunities with emerging actors in the fields related to UNITAID's interests.
- Identify and participate in useful networks of other international organizations, government officials, media, etc. to further UNITAID advocacy efforts(networking).
- Create strategies for unifying approaches with partners and stakeholders to avoid competition and maximize resource generation.
- Develop and monitor partnership management strategy.
Undertake other assignments as required.

REQUIRED QUALIFICATIONS

Education:
Essential:
Advanced University degree in public policy, political science, law, international relations, or related field.

Desirable:
Good understanding/knowledge of public health policy field.

Experience:
Essential:
- A minimum of 10 years of progressively responsible experience in advocacy strategy, partnership and resource mobilization in global health or related area with at least 5 years at the international level.
- Demonstrated experience developing and implementing an advocacy strategy including policy analysis, communications, and relationship management.
- Experience in fund-raising and partnership relations, including UN agencies, civil society, foundations, multilateral partnerships and governments.

Desirable:
Experience with major players in global health advocacy preferred.

Languages:
Excellent knowledge of English and working knowledge of French required.

As a WHO staff member assigned solely and exclusively to support UNITAID, selected staff will have no right of reassignment or transfer outside UNITAID either during or at the end of his/her appointment, including pursuant to WHO Staff Rule 1050.

Annual salary: (Net of tax)
USD 93,979 at single rate
USD 101,674 with primary dependants
Post Adjustment: 75.9 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
