General Background
The Governments of India and Norway have entered into a partnership to work together toward the attainment of the Millennium Development Goal 4 (MDG 4) that aims to reduce child mortality worldwide.
The objective of Norway–India Partnership Initiative (NIPI) is to provide catalytic support that would make a strategic and sustainable difference to the rapid scaling up of quality child health services under the National Rural Health Mission (NRHM) in five states that contribute the highest number of child deaths, namely, Bihar, Madhya Pradesh, Orissa, Rajasthan and Uttar Pradesh. All activities undertaken under NIPI shall be directed towards fulfilling the goals and objectives of NRHM. NIPI LFA led by the Director is hosted by the United Nations Office for Project services (UNOPS). NIPI envisages strengthening of techno-managerial capacity in the States to accelerate child health activities under NRHM/RCH II.
NIPI has initiated several Child Health Interventions funded by NIPI UNOPS under the NRHM framework along the continuum of care approach contributing to MDG 4 goals. Current focus is on reduction of neonatal mortality through facility based neonatal care services and community based outreach services including home based care and immunization.
One of the key determinants of achieving expected results from these interventions is a well planned and monitored Health System response to deliver the interventions effectively. Key processes for Operationalizing these interventions have to be fast tracked and rigorously followed
Purpose and Scope of Assignment
· Heads the NIPI State Program Unit in implementing NIPI interventions in the State.
· Contribute towards formulation and review of the maternal, Newborn and Child Health component of State project implementation plans (State PIP).
· Prepare the NIPI state child health action plan in coordination with the NIPI LFA
· Analyze data; assess evidence and preparing policy brief and presentation as required by the state.
· Liaison with the State PMU's and District PMU's of NIPI focus districts to strengthen the HMIS for improving the planning and management of child health services.
· Monitor and report the progress of NIPI supported child health and related maternal health activities.
· Prepare and submit periodic report of both program and finance.
· Overall supervision of implementation of home based new born and child care (HBNCC).
· Oversee planning and facilitating State specific innovation, research project, pilot public -private partnership initiative as required by the State and NIPI.
· Participation in development partners discussion to share NIPI’s work and learning.
· Coordinate field research activities to be initiated under the Indo - Norwegian Public health Institutional framework.
· Oversees monitoring and data gathering of NIPI interventions
· Coordinates SCC meetings and writes the minutes
· Any other responsibility assigned by the Director NIPI LFA

Required Selection Criteria
Key Competencies
· Good understanding of the national and state health policy and program, with field experience in the Public/ State/National/ NGO health sector
· Experience of working in the NlPl State
· Expertise in Public Health and/or in epidemiology would be an asset
· Excellent skills in written and spoken communication and ability to network are important.
· Proficiency in the use of computer with common software and internet; and experience of working
In teams and with different stakeholders expected
Qualifications/Experience/Language
· MBBS degree with Post Graduate qualification in Paediatrics or Preventive and Social Medicine or Public Health.
· Minimum 2 years of work experience and in-depth knowledge of Maternal, Newborn and Child Health.
· Previous work experience with the national/state government preferred.
· Fluency in English and Hindi is required.
