UT/UTD UNITAID International drug purchase facility
OBJECTIVES OF THE PROGRAMME:
UNITAID mission is to contribute to the scale-up of access to treatment for HIV/AIDS, malaria and tuberculosis for people in developing countries by leveraging quality drugs and diagnostics price
reductions, and accelerating the pace at which they are made available.
Description of duties:
The Portfolio Manager leads the project throughout its life cycle from design, formalization, implementation and transition. In compliance with organizational policies and approaches, the PM
coordinates the necessary input and support from various UNITAID units, partners and relevant stakeholders. The PM is responsible for managing the relationship with the implementing partner and strictly monitor the progress of the project.
- Identifies opportunities for new projects which further UNITAID strategy through interactions with the Market Dynamics team, the PRC or relevant expertise and by monitoring results vis-à -vis objectives, proposing new action within individual niche and/or identifying new niches and opportunities.
- Steer the project development process in coordination with the implementing partner, the Proposal Review Committee and other parties.
- Within approved policies and procedures, negotiate specific terms and conditions of agreements in collaboration with others at UNITAID (eg Legal Advisor, Programme Monitoring Officer, Supply Advisor and Finance team).
- Working in close collaboration with the Program Monitoring Officer, establish and implement rigorous assessment mechanisms of the project results and the project management by the partner, with emphasis on performance and monitoring of verifiable quantitative and qualitative
results as well as activity and financial management by the partner. Problem solve and take action as required.
- Problem solve with the partner and other stakeholders to enhance project performance and monitor implementation of recommendations.
- Coordinate the review of partner reporting, including integrating input from other staff and stakeholders and approve the report.
- Carries overall responsibility in respect to reviewing and making recommendations for the approval of funding requests made by implementing partners.
- Report on status of implementation and performance of partners to UNITAID management and Board and other stakeholders.
- Proactively promote an exchange of information and expertise among a wide range of stakeholders and partners, ensure the development and implementation of linkages.
- Responsible for implementing transparent policies and proactively engaging with the External Relations team to disseminate information and results.
- Proactively participate in the development of UNITAID's strategic plan, workplans including projections of UNITAID budgets and financial requirements, validating their accuracy and amending them to meet targets and goals.
- Responsible for managing Pre-Qualification activities with relation to the area of disease under their purview.
- Coach and supervise the Technical Officer.
- Represent UNITAID in stakeholders technical meetings and committees.
- Performs other duties as required and with explicit and prior approval by Supervisor.
REQUIRED QUALIFICATIONS
Education:
Essential:
Advanced university degree in project management, business management, public health, health management, public administration or relevant field.
Desirable:
Degree in social sciences. Studies in international relations or political science.

Experience:
Essential:
At least ten years' of progressive experience in project and partnership management at the international level. Good understanding and experience with monitoring and evaluation frameworks. Substantial experience in international public health.
Desirable:
Experience in WHO, the UN system, another international financing and public health institution including non-governmental organizations.
Languages:
Excellent knowledge of English with a working knowledge of French desirable.

As a WHO staff member assigned solely and exclusively to support the International drug purchase facility (UT/UTD UNITAID), selected staff will have no right of reassignment or transfer outside the UTD/UNITAID either during or at the end of his/her appointment, including pursuant to WHO Staff Rule 1050.
Annual salary: (Net of tax) $79 537 at single rate
$85 615 with primary dependants
Post Adjustment: 82.5 % of the above figure(s).
This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
