II. Organizational Context


UNIFEM is the women's fund at the United Nations. It provides financial and technical assistance to innovative approaches aimed at fostering women's empowerment and gender equality. UNIFEM South Asia Regional Office (SARO) works for countries including India, Nepal, Pakistan, Afghanistan, Sri- Lanka, Bangladesh, Maldives, Bhutan and Iran.

UNIFEM has been supporting GRB initiatives since 1997 through programming, global advocacy and building strategic partnerships with national governments, civil society, UN agencies and other multi lateral development organizations. In this process, UNIFEM has contributed to building interest, capacity and commitment to incorporating GRB in budgetary processes in over 40 countries in Asia, Africa, LAC, Arab States and CEE/CIS. In addition to the cross regional programmes managed at HQ level, UNIFEM sub regional and country offices are supporting a number of other initiatives at regional, sub-regional or country levels.

As of 2008, UNIFEM's strategic plan for 2008-2011 includes a specific outcome on GRB. [Outcome 4: Increase in the number of budgets processes that fully incorporate gender equality.] To achieve this, UNIFEM envisions in deepening its GRB programmes, strengthening application of GRB in priority sectors and broadening partnerships with multilateral and bilateral development agencies. UNIFEM sub regional strategies include implementation of cross regional GRB programme, sub-regional programmes as well as national programmes in support of Gender responsive budgeting.

Under the overall supervision of the DRPD and the direct supervision of the GRB Advisor, the Programme Associate will support the Unit and provide programme administrative support services ensuring high quality, accuracy and consistency of work.

III. Functions / Key Results Expected

Summary of Key Functions in the following Programmes:
q Supports knowledge building and knowledge sharing on GRB for South, East and South East Asia
q Supports formulation and implementation of programme strategies
q Support to management of the programme
q Support to management of strategic partnerships
q Administrative and logistical support to the Programme Unit


1. Supports knowledge building and knowledge sharing on GRB for South, East and South
East Asia, including:

• Research on GRB for countries in South, East and South East Asia;
• Assist in developing training tools and resource materials;
• Preparation of strategic inputs on GRB for select countries in the region;
• Participation in the trainings and meetings ;
• Contributions to knowledge networks and communities of practice;
• Prepare six monthly progress reports of the initiative;
• Maintain all records relating to the project and related programmes;
• Organize /arrange meetings with government departments and NGO partners as and when needed.
• Develop a pool of contemporary literature on related subjects for reference and use by the project team.


2. Supports formulation and implementation of programme strategies focusing on achievement of the following results:

• Collection, analysis and presentation of information on GRB strategies for developing programme strategies and proposals, where required;


3. Provides effective support to management of the programme focusing on the achievement of the following results:

• Provides support to the programme unit with the objective that implementation targets and accountability mechanisms in the programme are duly met
• Creation of projects in Atlas, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project.
• Presentation of information for audit of projects, support implementation of audit recommendations.


4. Provides support in managing strategic partnerships focusing on achievement of the following results:

• Maintaining a database of information on civil society organizations and campaigns working on GRB.

5.Provides administrative support to the programme focusing on achievement of the following results:
• Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas.
• Maintenance of all records/documents/files relating to the project and related programmes in a user friendly manner

6. Provides logistical support to the programme unit focusing on the achievement of the following results:
• Support the team in every way to enable timely and smooth implementation of project activities

7. Any other task assigned by the Supervisor.

IV. Impact of Results

The key results have an impact on the overall performance of the Programme Unit and success in implementation of programme strategies. Accurate analysis, data entry and presentation of information ensure proper programme implementation of the UNIFEM programmes.

VI. Recruitment Qualifications

Education:
University Degree in Public Administration, Economics, Political or Social Sciences.

Experience: 5 to 6 years of progressively responsible administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:
Fluency in English and other South Asian languages.
