The Swiss Red Cross (SRC) is involved in the planning and implementation of reconstruction and rehabilitation programmes in several disaster affected areas abroad. For our programme in Haiti we are looking for a Construction Delegate

In the aftermath of the earthquake in Haiti in January 2010 and following emergency relief work in close cooperation with the Haitian Red Crescent Society (HRC) and the International Federation of Red Cross and Red Crescent Societies (IFRC), SRC runs a comprehensive relief and reconstruction programme.

Based on the framework provided by SRC under the general supervision of the Country Representative and in coordination with the other delegates (including another construction delegate), the SRC Construction Delegate will implement the reconstruction programme.

Tasks:
• To collect information in order to prepare new preliminary reconstruction project proposals indicating beneficiaries, proposed activities/interventions and an estimation of the costs
• Prepare and execute tendering
• To implement the construction on site according to plan
• Train and advise local staff on building standards professional practices and technical construction skills
• To obtain regularly relevant information from local field staff, local partners and contractors which determine current and future decision-making regarding construction
• To advise the SRC delegation on any relevant issue and action to be taken to secure and improve project activities regarding construction
• To contribute to timely and orderly operational and financial reporting and revision of SRC reconstruction projects according to SRC’s guidelines

Requirements:
• Working experience in humanitarian aid and post-disaster operations in developping countries
• Education as an architect or construction engineer
• Profound experience in strategic programme development
• Experience with participatory approaches
• Sensitivity to cultural differences and ability to work in a wide variety of cultural contexts
• Skills in teamwork and in working under difficult conditions
• Diplomacy, tact and negotiation skills are essential
• Familiarity with Red Cross Movement and working experience in Haiti are advantages
• Fluency in French (working language) and English are a must, Spanish and German are assets.

Duration of contract: 12 months with the option of extension, starting in May 2011.

Adequate salary, social insurances, travel and accommodation expenses provided.
