sequa has been shortlisted for the EC funded Switch Policy Support Component – Indonesia / “Strengthening the development and implementation of national policies on Sustainable Consumption and Production (SCP) in Indonesia”.

In this context we are searching for a qualified
Team Leader (Sustainable Consumption and Production Expert) for Indonesia (m/f)
Jan 2012 – Dec 2014

The Project Objective

To promote an integrated and coordinated approach in developing and implementing the national policies on Sustainable Consumption and Production by strengthening coordinated nation-wide SCP implementation and facilitating the development of SCP National Action Plan, implementing SCP policies effectively and identifying and evaluating options of financial mechanisms to promote SCP.

Scope of work
The Team Leader shall be responsible for the overall fulfilment of all project and financial management tasks in a timely and professional manner, facilitate and coordinate the implementation of the project. The tasks of the team leader will be as follows:

• Act as permanent contact with the EU Delegation and the Ministry of Environment, project counterparts, key stakeholders and other relevant parties;
• Responsible for strategic planning and decision making on operation of the project;
• Overall supervision of the project management and coordination of all activities;
• Ensure the organization of preparation and issue of all deliverables as defined through activities of the project as well strong involvement in all activities of the project as specified in this TOR;
• Carry out all activities and submit all outputs of the Inception phase;
• Identify and deploy the short term experts not specified in the tender – in consultation with the EU Delegation and project beneficiaries;
• Coordination of the different components of the projects and experts involved;
• Organise and review the project activities and set up a work plan following discussion with the project partners;
• Direct involvement in the implementation of specific activities that are of strategic importance. The activities include, but are not limited to, facilitate policy discussion and public consultation, outreach campaign, etc.

Qualifications and skills:
• Minimum a university degree equivalent to the Masters degree (or equivalent) in Environment/Natural Resources Management, Environmental Economics, Business Management or any other relevant disciplines;
• Excellent project management, organisational, interpersonal and communication skills;
• Excellent general knowledge and understanding of environmental issues, specifically in Sustainable Consumption and Production (SCP);
• Strong analytical, training and mentoring and report writing skills;
• An excellent verbal and written command of English is essential. Fluency in Indonesian will be an advantage;
• Demonstrated effectiveness in communicating and influencing political decision makers;
• Proven access to a network among SCP practitioners and experts in the topics covered by the Project, which will allow him/her to identify and select the most appropriate candidates for the short term expert positions;
• Proven knowledge of EU financial and contractual rules and experience with multi-year planning tools and EU log frame will be an advantage;

General professional experience
• Minimum 10 years professional experience in environmental issues, in areas relevant to the assignment;
• At least 5 years professional experience in environmental management and economics
• Experience in government consultation and institutional framework, and working and coordinating with intra-ministerial agencies will be an advantage
• Experience in institution and capacity building for environmental management sector

Specific professional experience
• Minimum 5 years of professional experience in the field of SCP
• Minimum 5 years of relevant professional experience in Asia, preferably in Indonesia
• Minimum 5 years of professional experience as a team leader at minimum 2 projects of similar size and nature
• Explicit knowledge and understanding of related SCP concepts and tools and their practical application in SMEs

The intended commencement date is January 2012 and the period of implementation of the contract will be 36 months from this date. The Team Leader is required to a minimum of 600 working days of which 90% of work is in Indonesia.
