Summary
The Specialist for Monitoring and Evaluation will provide technical support and input to the monitoring and evaluation work of the Department of Health and Nutrition. Under the supervision of the Senior Director, and with support from the Senior Specialist for Health, Monitoring and Evaluation, he/she will contribute to the SC Agency annual reporting functions, representing DHN on agency-wide bodies such as the DME Working Group and the Sub-Group on Agency Standards, and responding to requests from the Senior Director and AVP (DHN) and other DHN technical staff for health and nutrition data compilation/presentation, as needed. The incumbent will participate in the EVERYONE campaign M&E Taskforce, provide technical guidance and support to Country Offices on issues related to measurement methods, and support implementation and documentation of SC M&E standards. Finally, the incumbent will assist, as necessary and appropriate, with country-level child health and nutrition program support, such as development of M&E plans and documentation systems design.
Responsibilities
M&E technical assistance to countries
Provide technical support to country teams to develop and implement country-level M&E plans and systems regarding the activities/interventions and indicators for tracking and evaluation of individual projects and the EVERYONE campaign initiative
Organize technical review of draft country M&E plans, and annual review and revision of M&E plans as needed.
Maintain database of completed country M&E plans.
Provide M&E technical support to country-level health and nutrition program activities (DHN), as assigned
Develop and provide guidance to countries on indicator selection and measurement and maintain updated lists of recommended indicators by technical area. Provide input and review of M&E plans for proposals
SC Agency data compilation
Compile data for SC Agency and Alliance reporting purposes (e.g., DHN quarterly and annual reports, EVERYONE campaign progress reports), including DHN Total Reach counts and Advocacy Measurement. Provide review and feedback as guidelines for reporting Total Reach and Advocacy Measurement and for EVERYONE campaign initiative indicators. Participate in the compilation, review and presentation of indicator data collected by the EVERYONE campaign for DHN.
Data presentation and report preparation
In collaboration with DHN technical staff, develop graphical representations of monitoring and evaluation data for country programs for presentation to donors and other internal and external audiences. Apply the LiST tool to generate SC country program impact models for DHN and EVERYONE campaign as requested.
Support to process documentation
Support DHN technical staff and the Knowledge Management Specialist in particular in the implementation/provision of technical support to process documentation; Develop and maintain a tracker of DHN internal and external evaluations; establish a system to track DHN program results in sub-theme areas to supplement existing Agency M&E
Technical working group participation
Represent DHN on the DME Working Group and other inter-agency committees (e.g., Sub-Group for Agency Evaluation Guidelines) related to issues of monitoring and evaluation of SC health and nutrition activities. Contribute to agency sector guidance on counting beneficiaries, measuring advocacy, cross-sectoral impact indicators, agency M&E training content/processes, and refinement of EVERYONE campaign initiative indicators.Represent DHN on the EVERYONE M&E taskforce at weekly meetings.
Training
Participate as trainer in Agency DME training workshops and SCI workshops as requested. Conduct needs assessment for DME training within DHN. Provide in-country training on selected DME topics necessary to build capacity within the DHN sector. Represents SC at external research and evaluation fora, as assigned.
Requirements
Masters degree (public health, epidemiology, demography) and at least 3-5 years experience in maternal, newborn, and child research/program monitoring and evaluation.
Strong background in monitoring and evaluation, preferably in MNCH programs implemented in developing country settings.
Strong qualitative and quantitative monitoring and evaluation skills required, including but not limited to data presentation, and development and communication of results.
Strong capacity and experience in monitoring and evaluation, including knowledge and experience establishing and measuring maternal, newborn and child health indicators.
Experience with key international organizations working in maternal, newborn, and child health (e.g., donors, academic institutions, and USAID-funded Cooperating Agencies). Demonstrated ability to apply established criteria for prioritization of tasks.
Ability to work both independently and as a team member with a diversity of headquarters, field office, and partner agency staff.
Excellent English writing and verbal communication skills.
Other language skills a plus.
Computer literacy in word processing, graphics, spreadsheet, database, and statistical software packages.
Demonstrated organization and task completion skills; ability to effectively manage multiple priorities in a timely and comprehensive manner.
Attention to detail.
Ability to travel internationally.
