Senior M&E, Advocacy, Communication, and Social Mobilization Officer based at Hyderabad, India

PATH is a US-based international nonprofit organization with the mission to improve the health of people around the world by advancing technologies, strengthening systems, and encouraging healthy behaviors. In India, PATH has a country office in New Delhi with site offices in Bhopal, Hyderabad, Lucknow, and Mumbai. In collaboration with PATH’s global programs, PATH in India has developed a diverse portfolio of public health programming in the fields of immunization, infectious and vector-borne diseases, health technology commercialization, vaccine research and introduction, HIV and sexual and reproductive health, and maternal and newborn health.

The India Tuberculosis (TB) Project is funded by the United States Agency for International Development (USAID). PATH and its six partners will support the Central TB Division of the Revised National Tuberculosis Control Programme (RNTCP) to implement activities in TB control.

PATH is seeking a Senior Monitoring and Evaluation (M&E) and Advocacy, Communication, and Social Mobilization (ACSM) Officer based at Hyderabad, India, to build an evidence-based approach for the effective expansion of TB-related M&E and ACSM activities in India. As a member of the PATH TB technical team in India, the Senior M&E and ACSM Officer will design, implement, monitor, and evaluate ACSM and workplace interventions for TB control. The position holder will work with the other project officers to ensure coordination of project activities across technical areas and timely completion of tasks. This is a full-time position and will report to the Project Director on a day-to-day activity basis and for administrative issues. This position will supervise a team of three to five ACSM Officers.

Specific responsibilities include:
M&E
• Develop M&E reporting guidelines and systems for the TB project in India.
• Lead data analysis and reporting on discrete activities.
• Assist project staff and civil-society partners to develop M&E frameworks and strengthen reports. Provide ongoing support for rigorous project M&E.
• Provide input to team-based continuous quality improvement.
• Compile and report on data and information that capture the overall project impact and outcomes.
• Establish and maintain close collaboration with research and intervention partners, and with in-country counterparts.


ACSM
• Lead, plan, implement, monitor, and evaluate all ACSM elements of annual work plans.
• Provide managerial oversight to ensure that ACSM program activities are carried out within budget and specified time frames.
• In collaboration with other PATH ACSM Officers and State Information, Education, and Communication (IEC) Officers, deliver and document ACSM trainings and support M&E activities of the project.
• Provide technical guidance to develop, implement, and monitor all aspects of the National TB ACSM strategy in selected areas in coordination with the Central TB Division, ACSM Consultant, State IEC Officers, and PATH ACSM Officers.
• Ensure that all ACSM materials are monitored for quality and that messages and information are consistent with the RNTCP framework, and that all related activities are aligned with PATH’s TB strategy.
• Assume technical responsibility and work in close collaboration with the State IEC Officers and Communication Facilitators to plan, implement, and evaluate ACSM activities in selected TB units, districts, and workplace intervention sites with selected industry partners.
• Represent PATH with partners at technical meetings, donor meetings, and other events.
• Advise ACSM Officers to document all project activities and maintain organized records; contribute to semiannual and annual reports to USAID, annual work plans and budgets, and other deliverables. Develop abstracts, presentations, and scientific papers related to ACSM/Work Place Intervention work.
 

Required Skills

• Demonstrated ability to multitask, maintain schedules for deliverables, and track budgets.

• Ability to work in a cross-cultural environment and function efficiently within a team structure.
• Excellent written and oral communications in English and Hindi (a South Indian language is desirable).
• Ability to prepare reports without supervision and deliver them in a timely manner.
• Good computer skills, including familiarity with the Microsoft Office suite of products.
• Exemplary interpersonal skills to facilitate relations with the Government of India and local partners.
• Excellent organizational, planning, negotiating, and problem-solving skills.
• Familiarity with USAID projects and working with international organizations is highly desirable.

Qualifications
Master’s degree in a relevant field with five years of public health experience in M&E, ACSM, development of training curricula, and evaluation of outcomes of training in health education/promotion, health behavior, public health, management, or research. Demonstrated experience in designing M&E indicators and outcomes is required. Experience in successful management and implementation of public health–related ACSM activities or workplace programs, including TB-control topics, is preferred. Experience working with civil-society organizations and the private sector preferred.
