Position Summary:
Pact seeks a Deputy Chief of Party (DCOP) for an anticipated USAID-funded climate change adaptation program in the Mekong Basin. The five-year program aims to help rural communities develop sustainable integrated adaptation plans and increase their resilience to the negative impacts of climate change. The DCOP will work directly under Pact’s Chief of Party and shares the responsibility for: meeting the project’s objectives; managing national staff; and developing and maintaining good working relationships with host government officials, civic participation organizations, local community-based organizations, and other stakeholders in Thailand, Vietnam and Cambodia.

Note: This position is for inclusion in an upcoming proposal submission and is contingent on award of funding.

Responsibilities:
· Rapid roll-out and supervision of field office activities. This includes working with the Chief of Party to manage field staff, subcontractors and consultants;
· Formulate and guide the implementation of the project;
· Oversight of financial management and procurement;
· Oversee management , delivery and monitoring of subgrants;
· Manage all technical aspects of program implementation and direction, oversee programmatic and monitoring and evaluation staff;
· Contribute to the development of annual work plans and other planning documents;
· Represent Pact and the project in relevant meetings with stakeholders, including partners, donors, and government;
· Provide high-quality technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements;
· Remain appraised of current good practices and developments in climate change and NRM programming, in order to ensure program quality and impact;
· Develop staff capacity and technical knowledge.

Requirements:
· A graduate degree in international development or a related field
· 5+ years of previous or current USAID contract management experience, preferably in overseeing multiple program areas simultaneously
· 7-10 years of professional experience in international development program management
· Prior long-term field experience supervising complex and challenging operations in closed societies and/or fragile, transitional or developing countries
· Significant management experience in a developing country context
· Excellent understanding of USAID rules and regulations, systems and procedures
· Previous USAID experience serving as a Deputy Chief of Party highly desirable
· Regional experience and/or natural resource management/climate change adaptation experience a plus
