Position Summary: Pact seeks a Technical Lead to manage integrated adaptation pilot projects under an anticipated USAID-funded climate change adaptation program in the Mekong Basin. The five-year program aims to help rural communities develop sustainable integrated adaptation plans and increase their resilience to the negative impacts of climate change. In close consultation with USAID and Embassy staff, key regional stakeholders and government representatives, the Technical Lead must work with Pact’s consortium to identify the prioritized representative ecosystems in which pilot project proposals will be implemented, based on (i) the vulnerability of the people and the ecosystems to the negative impacts of climate change, (ii) the opportunity to scale up best practices identified during the implementation; and (iii) other criteria to be agreed upon that might emerge during a year 1 Study on Climate Change Impact and Adaptation.

Note: This position is for inclusion in an upcoming proposal submission and is contingent on award of funding.

Responsibilities:· Assessment, identification, preparation and implementation of 5 to 6 pilot integrated adaptation projects with communities in different representative ecosystems;
· Quarterly progress reports for each pilot project;
· M & E reports for each pilot identifying baseline situation and quantifying the impact in sufficient detail to undertake an economic cost benefit analysis and assess scalability;
· Analysis of the differing impacts of climate change on women, children and vulnerable groups
· Pilot project completion reports that detail the technical and social processes, economic cost benefit analysis, challenges, successes, and best practices
 

Requirements:· Relevant field experience in rural and community based projects, preferably with experience in community or ecosystem based adaptation projects.
· Experience in the agriculture cropping systems in Southeast Asia is required.
· Significant management experience in implementing pilot projects.
· Demonstrated ability to ability to work in a developing country.
· Prior experience in Southeast Asia is strongly recommended.
· Master’s Degree or higher in Environmental Sciences, Natural Resource Management, Biodiversity Management or related field.
· Topical experience with USAID and other donor organizations.
· Solid background in monitoring and evaluation; experience with this role on previous USAID projects is ideal.
· Demonstrated flexibility, adaptability and the ability to perform and collaborate under challenging conditions.
· English fluency, including excellent presentation and writing skills.
