Position Summary: The Business Development Manager – Excellence Team Lead is a key senior member of the Opportunity Development department. Leading the department’s work in achieving excellence, s/he will focus on building systems, tools and templates for efficient and effective business develop; will develop training curriculum and modules to develop a common understanding of best practices in business development throughout the organization; and will help adapt tools and approaches to be appropriate for a range of bilateral, multilateral, foundation and corporate donors. The focus for this team is to ensure responsive, compelling, and succinct proposals. This leader will play a key role in ensuring a high win rate for Pact’s proposals. S/he will be responsible for overseeing the quality and effectiveness of a high volume of dynamic proposal development efforts. S/he will contribute to meeting Pact’s revenue generation and diversification goals as well as other objectives in Pact’s strategy. S/he is expected to demonstrate a high degree of collegiality and professionalism. S/he will hold line management authorities and responsibilities. 25% travel or more is anticipated.

Major Duties

1. Drive the major business outcomes for the department.
2. Hold line management duties of assigned team staff.
3. Mentor direct reports.
4. Represent the organization at key external or internal meetings.
5. Work in collaboration with other staff to form a matrixed service organization.
6. Play a key role in assigned focus area including setting vision for the focus area.
7. As appropriate and relevant, able to substitute for peers in covering duties during absences or vacancies.
8. Responsible for building depth across focus area.
9. Serve as team leader on large scale proposals or initiatives.
10. May serve as account manager.
11. May be asked to serve as acting Director in Director’s absence.

Specific Responsibilities:

Excellence
• Work in collaboration with other BD managers and all staff to build a high performing and well-functioning matrixed department
• Set vision for the focus area in conjunction with department director
• Develop, implement and be accountable for a work plan
• Establish, document and disseminate business development standard operating procedures
• Develop training materials for Pact staff that ensures Pact is a learning and growing community
• Conduct training modules and courses in Pact offices
• Ensure that Pact new business development procedures and policies are efficient and effective
• Ensure that the incorporation of industry best practices, including adoption of the business life cycle, are embedded throughout the organization.
• Train and mentor direct reports, other members of department and staff across organization in business development
• Lead the design and oversee roll-out of IT-enabled business development tools
• Hold line management duties of assigned team staff
• May be asked to serve as acting Director in Director’s absence

Customer
• Serve as point of contact of assigned countries
• Design and implement program/proposal specific capture strategies in conjunction with appropriate technical and/or country staff
• Lead/manage proposal efforts as assigned
• Serve as team leader on large scale proposals or initiatives

Donor focus
• Cultivate relationships with potential partner and donor organizations
• Position Pact to work with a range of donors by building systems, policies and tools in conjunction with other divisions in the organization
• May serve as donor account manager

Other responsibilities and duties as assigned.

Qualifications:

• Demonstrated successful experience building the capacity of colleagues and staff in business development best practices.
• Demonstrated experience designing, developing and rolling out training curriculum
• Demonstrated experience developing best practice business development processes, systems tools and templates
• Experience in proposal management.
• Experience in preproposal activities,
• Strong oral and written communication skills
• Strong interpersonal skills
• Ability to manage a matrixed team
• Proficiency with IT-enabled communications and document exchange platforms, such as CRM, SharePoint and Live Meeting or other similar platforms
• Foreign language competence
• Ability to travel at least 25% of the time

Education and Experience Requirements:

Master’s degree plus eight (8) years relevant experience in international development preferred; Bachelor’s degree plus ten (10) years of relevant experience in international development.
