Team Leader – Mining Sector/Healthcare Public Private Partnerships Research
Washington, DC (flexible)

Position Summary:
The Team Leader (TL) is responsible for the overall coordination and technical leadership of a DFID-funded assessment focused on the Potential of Mining PPPs (public private partnerships) to Strengthen Health Systems and Extend Health Services to Underserved Populations. The program contract may be up to one year.The program’s objective is: “To examine the scope to mobilize and support the mining industry in Low Income Countries (LICs) to extend and/or facilitate the delivery of sustainable and cost‐effective healthcare free at the point of use for substantial numbers of poor people, and to develop proposals to take this forward if appropriate.”

Note: This position is for inclusion in an upcoming proposal submission and is contingent on award of funding.

Specific Duties and Responsibilities:
• Provide overall administrative and technical leadership for the sector assessment.
• Serve as primary point of contact and liaison to funder and facilitate monthly calls or meetings to provide progress updates and opportunities for discussion.
• Undertake a comprehensive desk review of the healthcare PPPs underway and planned in the mining sector in LICs.
• Produce a summary overview of the healthcare PPPs underway and planned in the mining sector in LICs.
• Develop a theoretical framework on PPPs costs and benefits.
• Make a preliminary recommendation on whether there is scope to mobilize and support the mining industry in LICs to extend and/or facilitate the delivery of sustainable and cost‐effective healthcare.
• Develop preliminary outline proposals for developing mutually beneficial partnerships with the mining industry.
• Conduct a series of consultations with stakeholders to refine outline proposals into detailed project documents.
• Represent Pact to all partners and key stakeholders.
• Other duties as assigned.

Qualifications:
• Experience in self-directed assessments and research projects.
• Excellent interpersonal skills and the ability to communicate professionally and effectively with various stakeholders in the public and private sectors.
• Ability to perform and prioritize multiple tasks.
• Strong oral and written communication skills.
• Ability to travel internationally and secure visas without restriction.
Education and Experience Requirements:
• Master’s degree preferred in public health, business administration or related field.
• Previous work experience in public private partnership development or research (ideally related to healthcare).
• Minimum five years of relevant experience
• Fluency in English.
