Chief of Party, Mekong River Basin Climate Change Adaptation

Position Summary: Pact seeks a Chief of Party for an anticipated five-year, USAID Mekong River Basin Climate Change Adaptation project with the following objectives: strengthening human and institutional capacity to develop and implement climate change adaptation plans and strategies; strengthening policies, tools, methodologies, and practices for ecosystem services valuation and climate resiliency; demonstrating and scaling up model actions for integrated approaches to climate change adaptation; and strengthening and sustaining regional learning networks to share and replicate best practices.

Note: This position is for inclusion in an upcoming proposal submission and is contingent on award of funding.

Specific Duties and Responsibilities:
• Rapid roll-out and supervision of field office activities. This includes hiring and management of field staff, subcontractors and consultants;
• Ensure high-quality programming through technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements;
• Planning responsibilities, including the production of annual workplans, operating budgets, etc.;
• Guide and oversee the alignment of the budget to expected results, and review and approve quarterly budgets and reports
• Supervision of program monitoring, evaluating, and reporting;
• Act as liaison to donor and governments;
• Supervise technical, financial, grants and contracts and M&E staff;
• Ensure compliance with HQ and donor requirements, policies and regulations.

Qualifications:
• Demonstrated experience in project implementation and management, ideally related to a complex climate resilience program involving multiple actors;
• A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast paced environment;
• Ability to perform and prioritize multiple tasks;
• Ability to provide the financial management and oversight necessary to successfully execute a large-scale program in a difficult operating environment;
• Proficiency in word processing, spreadsheets and database skills;
• Strong oral and written communication skills;
• Demonstrated ability to manage local staff;
• Practical knowledge of USAID rules and regulations, specifically managing CPFF contracts; and
• Demonstrated capacity to create and/or maintain systems and procedures for managing programs with many implementation sites, partners and beneficiaries.

Education and Experience Requirements:
• Advanced degree in climate change adaptation, disaster preparedness, agriculture, or relevant area
• Minimum 10 years’ experience managing complex programs in the climate change sector
• Prior experience as a chief of party under a USAID-funded program, specifically under a CPFF contract
• Professional experience in Southeast Asia
• Demonstrated experience supervising and managing staff
• Fluency in English required
• Knowledge of a relevant Asian language preferred.
