Chief of Party – Mongolia Democracy and Governance

Position Summary: Pact seeks a Chief of Party (COP) for an anticipated USAID democracy and governance project. The COP will serve as the senior international staff for Pact on the ground, and interface directly with USAID. S/he will also be responsible for: meeting the project’s objectives; managing national staff; and developing and maintaining good working relationships with host government officials, civil society organizations, local community-based organizations, and other stakeholders. The Chief of Party will be responsible for implementing a strategic and successful democracy and governance program in Mongolia, and will represent Pact to international and local stakeholders within Mongolia.

Note: This position is for inclusion in an upcoming proposal submission and is contingent on award of funding.

Specific Duties and Responsibilities:

The Chief of Party must demonstrate dynamic leadership and a spirit of flexibility, adaptability and collaboration under challenging conditions. Specific responsibilities may include:
• Rapid roll-out and supervision of field office activities. This includes hiring and management
of field staff, subcontractors and consultants;
• Oversight of financial management and procurement;
• Supervision of program monitoring, evaluating, and reporting;
• Oversee design and implementation of capacity-building activities with civil society, government and other stakeholders;
• Oversee management, delivery and monitoring of subgrants, trainings, consultancies, and other inputs;
• Serve as Pact liaison to USAID and partners in the field;
• Coordinate with appropriate stakeholders in all aspects of project planning, monitoring,
and implementation;
• Perform all work safely and maintain a safe working environment.

Qualifications:

• Demonstrated experience in project implementation and management;
• Strong English language skills; Mongolian language skills preferred but not required.
• Experience with monitoring and evaluation best practices preferred;
• Previous exposure to a diversity of civil society and government capacity building interventions;
• Subgrant management experience;
• Experience working on governance, decentralization, anti-corruption and rule of law reform project in Mongolia or similar environment.

Education and Experience Requirements:

• Advanced degree in relevant field.
• Minimum 10 years of progressive experience in activities related to decentralization, anti-corruption and rule of law reform project required; USAID chief of party experience strongly preferred.
• Comprehensive knowledge of USAID rules and regulations required; USAID program management experience strongly preferred.
• Prior relevant work experience in Mongolia preferred.
