Technical Team Lead: Climate Change Impact and Adaptation Study, Mekong

Position Summary: Pact seeks a Technical Lead for a Climate Change Impact and Adaptation Study for an anticipated USAID-funded climate change adaptation program in the Mekong Basin. The five-year program aims to help rural communities develop sustainable integrated adaptation plans and increase their resilience to the negative impacts of climate change. The purposes of the Study are (i) to identify vulnerabilities of the rural poor and their environment to climate change vis-à-vis water resources, food security, livelihoods, and biodiversity (including fisheries and wildlife), (ii) to identify adaptation strategies to inform stakeholders in the development of community and ecosystem based adaptation projects for the pilot projects.
Note: This position is for inclusion in an upcoming proposal submission and is contingent on award of funding.
Responsibilities:· Oversight for and execution of the Study’s work plan, proposed methodologies and models, planned data sources, milestones and draft annotated outline for final report
· Supervision and management stakeholders engaged in the study, including the coordination of scientists in partner institutions
· Completion of interim report at half way mark identifying progress and constraints
· Formal drafting of final report
· Assist in planning of workshop to discuss final report and identify implications for integrated adaptation projects in the basin
· Completion of final report
· Note: Full Study must be complete within 10 months of the contract start date
Requirements:· Relevant work experience in agriculture and/or ecosystem research, including experience in climate change impact studies, preferably with experience in application of climate change forecast information with agriculture suitability or ecosystem envelope models.
· Experience in the agriculture cropping systems in Southeast Asia is required.
· Significant management experience in leading a major scientific study and ability to work in a developing country and regional context.
· Master’s Degree or higher in Environmental Sciences, Natural Resource Management, Biodiversity Management or related field.
· Topical experience with USAID and other donor organizations.
· Demonstrated flexibility, adaptability and the ability to perform and collaborate under challenging conditions.
· English fluency, including excellent presentation and writing skills.
