Chief of Party Mexico REDD+

Position Summary:
Pact, an international non-profit organization, seeks a Chief of Party (COP) for an anticipated USAID-funded REDD+ program in Mexico. The COP will oversee the technical and knowledge management of a large five-year project focusing on forest sector activities and low carbon growth. The main objective of this role is to provide overall leadership, coordination and mentoring for Pacts technical team as they support the programs and liaise with the administrative team.
Note: This position is for inclusion in an upcoming proposal submission and is contingent on award of funding.
Specific Duties and Responsibilities:
Provide strategic leadership and program management.
Rapid roll-out and supervision of field office activities.
Supervise staff and oversee financial and administrative management to ensure high levels of staff motivation, communication, commitment, capacity and teamwork.
Ensure high-quality programming through technical guidance and support that is grounded in the programs strategic objectives and adheres to expected technical quality and reporting requirements;
Facilitate collaboration and effective coordination among consortium partners as well as promote coordination with USAID and other stakeholders.
Ensure timely and efficient project implementation.
Oversee the programs monitoring and evaluation system, measure performance using data analysis, and incorporate results in future workplans.
Oversee subaward management and procurement.
Provide substantial input to, and ensure accurate and timely reporting of, financial and program progress status reports to the donor and headquarters.
Ensure that Pact continues to build program based on strategic analysis of the Mexican context.
Facilitate and/or participate in learning communities and task forces.
Ensure that program implementation is in line with and strengthens Pact's REDD+ strategy and objectives.
Build and maintain strategic partners at the local, national and regional levels.
Perform other duties as assigned.
Qualifications:
Strong demonstrated program management and oversight experience.
A good team player, leader and mentor.
Ability and sensitivity to interact effectively cross-culturally.
Ability and availability to periodically travel in country.
Excellent interpersonal skills and the ability to communicate professionally and effectively with various stakeholders.
Ability to perform and prioritize multiple tasks.
Strong oral and written communication skills.
Solid understanding of MERL and Knowledge Management.
Proficiency in word processing, spreadsheets and database skills.
Education and Experience Requirements:
Advanced degree in natural resource management/biodiversity/forestry or related field.
10-15 years of experience in the forest sector in Latin America.
Previous USAID experience serving as a Chief of Party highly desirable.
In-depth knowledge of USAID regulations, systems and procedures is mandatory
At least 5 years working in REDD (Reducing Emissions from Deforestation and Degradation).
Experience in advocacy and policy work related to forestry sector, specifically REDD+.
Prior program experience building institutional and technical capacity of various stakeholders to engage in REDD+.
Solid understanding of the financial architecture of REDD+.
Understanding of the Mexican context; Mexico experience preferred.
Fluency in English and Spanish.
