Position Summary: The Recruitment Manager (RM) is responsible for overseeing the recruitment process for Pact to include managing a team of recruiters responsible for sourcing candidates for current and future or proposed positions (at all levels) based in the US and internationally. The RM will work with hiring managers across the organization to proactively attract and acquire talent to support Pact’s organizational culture and program results. The position will proactively build Pact’s talent pipeline by overseeing staffing functions to include: managing the recruiting of staff, screening, assessing and interviewing candidates, advertising jobs, reviewing and developing job descriptions, screening online applications, scheduling tests and interviews, collecting personnel documentation, conducting reference checks, and negotiating offers and carefully analyzing and measuring recruitment results. The RM will also be responsible for attending career fairs and representing Pact at conferences and workshops.

Specific Duties and Responsibilities:

Talent Acquisition
• Establish a strong rapport with both the Leadership Team and senior managers (both at headquarters and in
field offices) to understand strategic staffing needs and to ensure resources and qualified candidates are available to
fill vacancies in a timely manner.
• Develop a recruitment strategy with objectives to support organizational goals. Design recruitment metrics and report on
their achievement regularly.
• Identify and develop new strategies and programs to attract talent. Establish or improve recruitment-related
policies.
• Ensure both recruiters and hiring managers have a clear mutual understanding of staffing priorities.
• Design and conduct recruitment training to build staff capacity for active engagement in talent-focused, legally
compliant recruiting.
• Manage communications between applicants, hiring managers and others to keep all parties apprised of the status of
each search.
• Collaborate with Senior Director, Global Human Resources, Human Resources Manager and hiring managers on
compensation issues as needed.
• Ensure staff works with hiring managers to develop job descriptions and announcements, post advertisements
in a variety of newspapers, listservs, trade publications, networks, etc. including internationally focused sources in an
efficient manner.
• Recruitment of executive level or other high value positions.
• Review online applications, evaluate qualifications of both internal and external candidates, conduct prescreen
interviews to analyze candidate experience and fit, coordinate pre-employment tests as needed, and develop a short
list of potential candidates. Present fully screened, qualified candidates to hiring managers in a timely manner and
coordinate interviews. Liaise with Shared Services so it can arrange travel and lodging (international and domestic) for
applicants, as needed. Manage candidate interview results and selection decision with hiring manager. Provide
candidates feedback on interview results as appropriate. Complete a minimum of three (3) reference checks on
selected candidates. Complete background checks as requested. Manage the offer process and negotiate
compensation
package including salary, start date and allowances for international postings.
• Prepare and/or review offer letter/employment agreement for signature by hiring manager, candidate and others as
appropriate, ensure adherence to Pact requirements.
• Liaise between new hires and human resources, ensuring submission of all documentation required.

Proactive Sourcing
• Design and deliver system improvements to current recruitment processes to ensure streamlined, cost effective,
high quality services are provided to hiring managers.
• Ensure the tracking of applicant flow and analyze recruitment data, developing solutions for challenge areas.
• Oversee the application and use of a candidate database of qualified professionals which provides for a rapid
respond to talent management needs.
• Collaborate closely with Senior Director, Global Human Resources, managers and staff to coordinate transfer
of existing staff, succession planning and career development.
• Represent Pact with professionalism, enthusiasm and energy to sell the organization to prospective candidates.
• Conduct informational interviews with potential candidates. Solicit and prioritize internal referrals.
• Attend career fairs and conferences to promote Pact and deepen the pool of potential candidates. Provide information
on company operations and employment opportunities to potential applicants.
• Oversee the development, implementation and maintenance of a network of recruiters, contacts and candidates
via the proactive use of social media (Facebook, LinkedIn, etc) and other appropriate medium.

Qualifications:

• Ability to assess talent and build teams;
• Demonstrated ability to perform and prioritize multiple tasks in a fast paced, high volume environment;
• Demonstrated ability to develop positive working relationships with hiring managers;
• Demonstrated ability to be professional, calm, flexible, resilient, solution oriented, creative;
• Cross-cultural sensitivity, knowledge of and ability to work with people of diverse backgrounds;
• Excellent oral and written communication and representational skills;
• Proficiency in word processing, spreadsheets and databases including applicant tracking systems;
• Excellent organizational skills and strong attention to detail;
• Exceptional interpersonal and customer relations skills;
• Demonstrated sensitivity and discretion when handling confidential information;
• Professional proficiency in one or more languages other than English, preferably Spanish, French or Portuguese;
• Ability to travel both domestically and internationally, including to developing countries.

Education and Experience Requirements:

• Bachelor’s degree required. Master’s degree in HR or international development-related field strongly preferred;
• Seven (7) or more years of professional experience in recruitment, searching to fill positions in developing countries
and/or in the NGO/PVO industry;
• Three 3 or more years of experience managing one or more staff recruiters, working in a high volume recruiting
environment, searching for positions similar to those to be recruited for within Pact. Demonstrated knowledge
of HR and employment laws. Certification as Global Professional in Human Resources (GPHR) or Senior Professional
in Human Resources (SPHR) preferred;
• Strong organizational skills;
• Experience using both internet recruitment sources and applicant tracking systems. Understanding of technology
and its application to strategic recruiting;
• Oversee the operation of a team of recruiters, including employees, contractors and agency recruiters;
• Prioritize positions, allocating scarce resources appropriately;
• Develop staff by providing coaching and performance constructive feedback as needed;
• Address areas of substandard performance to ensure efficient completion of assigned recruits;
• Seek to improve processes through the collection of information from hiring manages during and after recruits.
