Duration: 120 working days (October 2010 – June 2011)

I. Background/Rationale

The Mekong River Commission (MRC) is an international river basin organization built on a foundation of nearly 50 years of knowledge and experience in the region. On the 5th of April 1995, Cambodia, the Lao PDR, Thailand and Viet Nam, signed the “Agreement on the Cooperation for the Sustainable Development of the Mekong River Basin”. The 1995 Mekong Agreement is an intergovernmental treaty and the MRC is an inter-governmental body created to serve the Mekong countries in realizing their desires for economic prosperity, environmental soundness and social equity.

The MRC Secretariat initiated the process of developing a performance management system in late 2007. A consultancy company was contracted during 2008 and it began work in supporting the implementation of Phase 1 of the system towards the end of 2008. During 2009, 5 pilot programmes were supported to design and begin to implement programme-level performance management systems. Since early 2010 work is progressing on developing a Strategic Plan-level performance monitoring framework for the MRC as a whole in collaboration with the development of the 2011-2015 Strategic Plan. A number of other products were produced or initiated including a Guiding Principles for a Performance Management System, a Performance Management System implementation guidance manual and an early IT software application for managing performance results and related data.


A “roadmap” has now been developed for Phase 2 of the process (May 2010 – June 2011) which includes:
• The design and implementation of additional monitoring mechanisms related to overall performance monitoring of MRC;
• Elaboration of the evaluation system of the MRC;
• Finalization of the guidance manual;
• Design and delivery of training programmes;
• Support to design and implementation of PMS at the programme level;
• Design and gradual development of a supporting IT system.

MRC has contracted the lead consultant who will lead the design and development of the system and who will act as the team leader for all consultants involved in the process. MRC is seeking CVs from consultants who are results-based M&E/performance management specialists who can deliver a series of consultancy inputs to the process. The intention is to establish a pool of consultants who can contribute to the next stage of the work. Consultants will work closely with the team at the MRC Secretariat and under the guidance of the lead consultant.


The quality of the work produced by these consultants will be reviewed by a Technical Peer Review Group (TPRG) comprised of representatives from GTZ, AusAID and the four National Mekong Commission Secretariats (NMC Secretariats).

2. Objective of the Consultancy

The consultants are expected to contribute to the following objectives:
- Provide input to the overall design of the MRC Strategic Plan (SP) level performance management system;
- Contribute to the facilitation of seminars, workshops and meetings to introduce the concept of performance management to the NMC Secretariats and relevant line agencies at the national level and to develop capacity to apply PMS to the implementation of the 2011-2015 SP;
- Provide assistance to the MRC programmes to apply results-based performance management to new programme designs and to pilot the implementation of the system in new and existing programmes;
- Contribute to the revision of the PMS Guidance Manual and the MRC Programme Management Manual;
- Contribute to the development of a capacity building strategy, the design of associated training materials and the facilitation of training courses;
- Provide guidance on the development of an appropriate IT support system for further definition and implementation under a supplementary contract.

3. Specific Tasks

The specific tasks for each consultant contract will be developed and agreed under the framework of this overall ToR together with the associated outputs, schedule, duration and associated fees.

4. Duration/Intensity of Assignment

The total duration of the assignment to be completed is 120 working days during the period October 2010 to June 2011. All work will be scheduled in accordance with the availability of MRC members and the consultant team leader.

5. Reporting Line

This consultancy work will be mainly based at the Mekong River Commission Secretariat in Vientiane, Lao PDR. The consultant will work closely with and reports to the Integrated Capacity Building Programme (ICBP) and Technical Coordination Unit.

6. Qualifications of the Resource Person

- 10 years of experience in designing and implementing monitoring and evaluation of development projects and/or similar organisation-level systems; with a strong emphasis on performance management or results based management and ongoing application of lessons learnt;
- Experience of applying performance management in the countries of the Lower Mekong Basin;
- Strong expertise and experience in designing and conducting training and workshops;
- Strong facilitation and mentoring skills;
- Able to communicate effectively, verbally and in writing with a wide range of people within NMCs and MRCS;
- Master degree in performance management, social sciences, development management or other related field;
- Fluent English communication skills: orally and report writing;
- Consultants from the MRC member countries are strongly encouraged to apply.

7. Payment for Services

All consultants are requested to state their expected daily fee when submitting their CVs.
