Consultancy to establish the IT System to support the MRC Performance Management System

Duration: 120 working days (October 2010 – June 2011)

I. Background/Rationale


The Mekong River Commission (MRC) is an international river basin organization built on a foundation of nearly 50 years of knowledge and experience in the region. On the 5th of April 1995, Cambodia, the Lao PDR, Thailand and Viet Nam, signed the “Agreement on the Cooperation for the Sustainable Development of the Mekong River Basin”. The 1995 Mekong Agreement is an intergovernmental treaty and the MRC is an inter-governmental body created to serve the Mekong countries in realizing their desires for economic prosperity, environmental soundness and social equity.

The MRC Secretariat is in the process of establishing a performance management system. During 2009, 5 pilot programmes were supported to design and begin to implement programme-level performance management systems. Since early 2010 work is progressing on developing a Strategic Plan-level performance monitoring framework for the MRC as a whole and a “roadmap” has been developed for the next phase of the process (May 2010 – June 2011) which includes:

• The design and implementation of additional monitoring mechanisms related to overall performance monitoring of MRC;
• Elaboration of the evaluation system of the MRC;
• Finalization of the guidance manual;
• Design and delivery of training programmes;
• Support to design and implementation of Performance Management System (PMS) at the programme level;
• Design and gradual development of a supporting IT system.

MRC is now seeking initial expressions of interest from consultants & companies who have the skills and proven experience in establishing IT systems to support performance management systems of organizations working in the development sector.

2. Objective of the Consultancy

The consultants are expected to achieve the following objectives:
• Phase 1: Develop a “think piece” to determine the scope of the IT system to support the Performance Management System;
• Phase 2: Develop, test and adapt the suggested IT system and provide training and a remote “help-desk” to ensure that the system is supporting the collection and analysis of data for the 2011-2015 Strategic Plan and the individual programmes.
3. Specific Tasks

The suggested specific tasks for the two phases of the consultancy are:
 

Phase 1
• Become familiar with the work undertaken to date to develop the MRC’s PMS;
• Develop a full understanding of the information needs of the system (information in and out);
• Make recommendations on the system options that MRC can establish (i.e. the potential to use the Microsoft package, tailoring “off-the-shelf” software) & the range of levels of increasing system sophistication to choose between and how these might be phased-in over a 3-5 year period. Estimate the time and resources required for each of the main options and the levels of increasing system sophistication;
• Provide some readily understood details of the possible system, including proposed mock-up input screens, possible input and management output reports, schematic representations of the system etc;
• Ensure that all recommendations are provided in readily understood language and through a highly informative presentation to support subsequent management decisions.
 

Phase 2
• Development of the Beta Model, Testing, Consultation and Adaptation of the IT system and model based on feedback from MRC users;
• Develop the Users Manual (including adequately detailed step by step operating instructions for users, system administration policy issues, and data quality assurance information);
• Provide training and maintenance support, during the initial 6 month start up period, through a combination of “on-site” visits and “remote” Help Desk support;
• Conduct an IT system performance review after 6 months, make appropriate changes to the system and recommend the scope and timing, and estimate cost of Phase 3.

4. Duration/Intensity of Assignment

The assignment is to be completed during the period October 2010 to June 2011 (120 working days). All work will be scheduled in accordance with the availability of MRC members and the consultant team leader.

5. Reporting Line

This consultancy work will be mainly based at the Mekong River Commission Secretariat in Vientiane, Lao PDR. The consultant will work closely with and reports to the Integrated Capacity Building (ICBP) and Technical Coordination Unit.

6. Qualifications of the Resource Person

- 10 years of experience developing software systems to support performance management or monitoring and evaluation or results based management of international development projects and/or international development organisations;
- Strong expertise and experience in designing training and workshops for personnel from developing countries (preferably in Asia);
- Fluent English communication skills: orally and report writing;
- Appropriate IT programming skills and qualifications, including a familiarity with the Microsoft package, database systems and internet based “remote access” IT systems.

7. Payment for Services

All consultants are requested to state their expected daily fee when submitting their CVs.
