TERMS OF REFERENCE

Project Title: Mekong Hydrological
Cycle Observing System (Mekong-HYCOS)

Title of Position: Riparian Consultant –
Project Management Unit (HYCOS -PMU), IKMP

Secretariat, Vientiane, Lao P.D.R. (up to October 2010),
Office of the Mekong River Commission Secretariat, Phnom Penh,
Cambodia (up to September 2011), plus regular travel within Cambodia, Lao
P.D.R, Thailand and Viet Nam.

Purpose and Objective:
The MRC in cooperation with the World
Meteorological Organization (WMO) is currently in the process of preparation for
the implementation of the Mekong-HYCOS Project funded by the French Development
Agency and the French-GEF.
The main objective of the Mekong-HYCOS project
is to establish an efficient, reliable and accurate timely hydrometeorological
data collection and transmission system at basin level, while also strengthening
relevant national and regional capacities. This information will be shared
between the MRC’s four member countries of Cambodia, Lao PDR, Thailand and Viet
Nam. The Mekong-HYCOS project will establish a basin wide hydrometeorological
information system, which spatially covers mainstream and main tributaries of
the Mekong river system. It is expected that under the Mekong-HYCOS project,
more than 30 hydro-meteorological stations has been upgraded. The Mekong-HYCOS
system will be integrated into the existing MRC monitoring system, while
improving the national hydrological networks and river monitoring/forecasting
capacities.
The project will be managed under the
Information and Knowledge Management Programme (IKMP) in the Technical Support
Division (TSD) of the MRC Secretariat. It will be ensured that all data
collected basin wide are securely available in timely manner at the Office of
the Secretariat in Phnom Penh (OSP) and the Office of the Secretariat in
Vientiane (OSV). Each country will be responsible for the operation and
maintenance of its part of the system with the support and co-ordination of the
MRC. The member countries are responsible for flood forecasting within their own
territory and committed to share relevant data and information in the framework
of Mekong-HYCOS.
The Consultant will be responsible for the
overall coordination and management of the Mekong-HYCOS project, including all
technical, administrative and financial aspects.
6.
Outputs:
The Mekong-HYCOS project will be
completed in full compliance with all applicable donor funding agreements, the
Project Design Document and Mekong River Commission Secretariat (MRCS)
procedures and standards.
The Consultant will
ensure the effective and efficient implementation of the Mekong-HYCOS project in
full consultation and agreement with the Mekong River Commission Secretariat (MRCS).
The Consultant will also ensure the
achievement, consolidation and sustainability of the technical capacities and
systems established by the project
7.
Tasks:
· Manage all technical, administrative and financial
activities of the Mekong-HYCOS project to ensure the effective and efficient
implementation of the project in full compliance with all applicable donor
funding agreements, the Project Design Document and MRCS procedures and
standards.
·
Manage and supervise the activities of
international, regional, national and supplier experts.
·
Disseminate information and provide presentations
about the Mekong-HYCOS project as required.
·
Field visits and data terminal inspection
·
Delivery of on-the-job trainings during the field visits and data terminal
inspection
·
Organize and provide adequate operation and maintenance material, including
spare-parts needed for the continued operation of all system components
·
Ensure the implementation of the operational procedures at monitoring stations
and national line agencies.
·
Ensure and implement Quality Assurance and Quality Control of HYCOS data at MRCS
and Line Agencies.
·
Implement the use of HYCOS data in the Flood Forecasting procedures of PFMMP
·
Organize the Project Coordination Committee meeting and the Hydro-met Operators
meetings
·
Evaluations of the project after the end of installation phase and by the end of
the project implementation period
·
Prepare technical, administrative and financial
reports as required.
·
Organise the Final Regional Workshop to summarise the outcome of the project and
propose the future improvement and sustainability plan of the network
NOTE:
the official language for all written and spoken communications is English.
8.
Responsibilities:
·
Ensure all tasks are completed in full consultation
and coordination with other programs and projects in the MRCS, the World
Meteorological Organisation (WMO) National Mekong Committees (NMCs) and national
line agencies.
·
Ensure all tasks are completed with the full
agreement of the MRCS after completing the appropriate consultations above.
·
Ensure all tasks are completed in full accordance
with world’s best practice properly adapted to the specific needs of the MRCS
and the Mekong River Basin.
·
Ensure that the PMU would:
i.
act as a focal point to coordinate the project
activities implemented in and by the participating countries
ii.
Contribute to the management of the regional
database based at the MRCS
iii.
Provide services (training, on-going assistance and
advice etc.) and to a lesser extent: (1) foster regional technical and
scientific cooperation in the field of flood monitoring and management; (2)
provide a forum for exchange of expertise and knowledge.
iv.
Ensure technical back-up to he Line Agencies staff
9.
Itinerary:
The Consultant is expected to mobilize as soon as possible (tentatively planned
for September 2010). Detailed itineraries and work plans have been set out
during the implementation of the project (planned from September 2010 to
September 2011).

Qualifications / Requirement:
Essential:
·
Master degree or equivalent qualification in
hydrology, water resources engineering or related scientific field.
·
Thorough knowledge of the organization and
operation of international/national hydrological services and technical systems.
·
Ten (10) years varied experience in hydrology,
water resources engineering or related fields including a) design and operation
of hydrological databases, b) hydrological data collection, processing,
management and dissemination through the internet and c) modern monitoring and
telemetry techniques and equipment.
·
Ability to cooperate in a dynamic international
environment.
·
Excellent command of written and spoken English language.
Desirable:
·
Previous experience in international water
resources monitoring and associated capacity development projects.
·
Knowledge and experience in hydrological modeling
and operational flood forecasting systems.
·
Familiar with the concept and practice of
integrated water management issues in trans-boundary river basins.
·
Knowledge of the institutional and technical
aspects of the WMO WHYCOS programme and its regional HYCOS components.
·
Familiarity with the structure and role of the MRCS
and the water resources management issues in the Mekong River Basin.
·
Abilities in written and/or spoken French, Khmer,
Lao, Thai or Vietnamese languages.
