Montrose ( www.montroseint.com ) is an international development services company providing support to clients in the developing world. Specialized in the sectors of health, education, rural livelihoods and water & sanitation, we provide technical advisory services as well as comprehensive project development and management services. Our clients include bilateral and multilateral organizations, the private sector, non-governmental organizations and other development stakeholders.

Montrose is undertaking a large five-year primary health and water and sanitation project in Equatorial Guinea. The primary objective of the Project is to improve under-five and maternal health in selected health districts in the province of Centro-Sur on the mainland of Equatorial Guinea. Key project elements include: quality primary health care services; behavioural change at community level; improved access to safe water in health centres and communities; improved sanitation in health centres and communities; and a small grants scheme.

Finance and Operations Manager

We are seeking an qualified and enthusiastic Spanish-speaking individual to fill the key position of Finance and Operations Manager.

The Finance and Operations Manager will be responsible for management and oversight of finance, human resource, administration and operations in-country. Ideally the candidate will have relevant experience international project settings with a strong background in finance and administration. This position is based in Evinayong, Equatorial Guinea, and requires fluency in Spanish.

Responsibilities:

I. Finance

In consultation with ProSalud Project Coordinator and Montrose Finance Manager:

• Manages day-to-day accounting, invoicing, payroll, cash management and internal financial reporting
• Ensures accurate and timely reporting
• Constantly reviews work practices and procedures for better operational efficiency; and potential issues in accounts, financial processes and controls and proactively raise management attention to act and resolve
• Manages payroll and monitors payments of required national taxes
• Provides support and input to project financial planning processes including monitoring progress
• Coordinate the communications and reporting to Montrose Finance Manager at head office
• Any other finance-related activities as requested by Project Coordinator

II. Human Resources

In consultation with ProSalud Project Coordinator and Montrose Programmes and Operations Manager:

• Manage all aspects of human resource management for all national employees including but not limited to: recruitment, contract negotiation and finalisation, training, monitoring, and reporting
• Oversee performance management processes, including probation review, performance review, and work plan development
• Coordinates and manages HR Agency activities
• Oversee the implementation, application and updating of the Human Resources procedures
• Monitoring national staff contracts, leave, attendance and other related issues

III. Administration and Operations/Logistics

In consultation with Project ProSalud Project Coordinator:

• Manage overall office operations
• Oversee office and expatriate housing inventory
• Oversee stock management
• Application and updating of ProSalud office and administration systems and procedures
• Ensure internal financial and administrative procedures are compatible with prevailing laws of EG
• Oversee logistics
• Oversee supply and procurement processes
• Monitors the contractual agreements with sub-contractors and their compliance to ProSalud policies and procedures

IV. HSSE and Ethical Conduct Compliance

In consultation with Project ProSalud Project Coordinator and Montrose Programmes and Operations Manager:
• Responsible for ongoing monitoring of HSSE and Ethical Conduct compliance among staff, project activities and sub-contractors
• Responsible for ensuring staff and sub-contractors receive training and understand their responsibilities with regard to HSSE and Ethical Conduct Management Plans
• Manage the regular update of risk register
• Responsible for reporting on any incidents related to HSSE and Ethical Conduct
• Responsible for tracking documentation of any incidents

Reports to: Project Coordinator
Supervises: Logistics Officer; Finance & Administrative Assistant

Requirements
• Minimum 5 years of relevant experience with specific experience in finance, administration and logistics
• Relevant education and training in Finance and Administration
• Related experience in developing countries, preferably in Africa
• Flexibility, enthusiasm and initiative are essential for this position
• Fluency in Spanish essential; fluency in English strong asset.
