POSITION PROFILE 

1.    Identification

Position Title:

Divisional Coordinator ( 3 positions)

Reports to/Position Title:

Deputy State Program Manager

Supervises:

None

Location:

Any of the districts in Bihar

 

2.    Overall Purpose/Broad Function:

       The primary purpose of this position is to provide implementation support to the ‘Enhancing the uptake of ORS and Zinc in targeted areas’.

       The position will work in close co-ordination with the district health system and other stakeholders like ICDS and NGOs to realise the expected outputs under the project.

3.    Key Duties and Responsibilities:

 

 

1.    Ensure and build capacity for long-term, effective supply chain management for Zn/ORS by implementing the supply chain blueprint

·         Map and identify opportunities to strengthen district-level supply chain

·         Perform situational analysis on district and sub-district level warehousing facilities

·         Perform periodic demand assessment for Zn/ ORS

·         Build capacity along supply chain within government healthcare facilities

·         Co-ordinate supply audit

·         Facilitate and monitor integrity of storage and warehousing of supplies

·         Facilitate supplies in case of stock-outs/emergencies 

2.    Ensure effective training and capacity building for all health workers/functionaries

·         Co-ordinate preparation of training calendar

·         Monitor, co-ordinate and ensure quality of district/sub-district level trainings

·         Provide supportive supervision as required with senior healthcare workers  

3.    Ensure flow of high-quality monitoring data

·         Provide supportive supervision to Block Program Managers and others responsible for data reporting

·         Streamline district level information flow

·         Track district expenditure on Zn /ORS

·         Co-ordinate training of data entry operators

·         Monitor NGOs functioning 

4.    Understand the district-level diarrhea control needs and district health system

·         Map health and ICDS infrastructure, health and ICDS personnel in order to identify and address day-to-day supply chain and/or treatment barriers

·         Compile and analyze district information/data on key socio-economic and health indicators

·         Identify stakeholders, as well as their roles, needs and opportunities for strengthening their contributions 

5.    Maintain productive relations with partners and govt. in order to ensure prioritization and sustainability of ORS/zinc treatment delivery

·         Proactively co-ordinate stakeholder meetings and follow-up on decisions

·         Facilitate interaction of state/national teams, site visits, evaluation studies 

6.    Ensure effective review and planning of programme by govt.

·         Facilitate district and block level reviews

·         Facilitate planning and preparation of District annual PIPs 

7.    Serve as subject matter expert  on diarrhoea and its management, including ORS and Zn

·         Build awareness of all state/national support available for the district, related to diarrhoea management

·         Monitor and share within the district policy updates

·         Build and share technical knowledge on revised diarrhoea management guidelines

·         Engage proactively in larger context of district child survival activities

 

 

4.    Education/Professional Designations/Experience:

·         Preferably a graduate/post-graduate degree in health and allied sciences; management; social sciences

·          Proven experience (atleast 3 years) in working with district-level administration in the govt. sector, including working with the district/sub-district  level health systems

·          Implementation of health programs in the govt. or NGO sector at the district level

·          Experience in conducting training and capacity building of district/sub-district level cadre

·          Good knowledge of government policies and programs

·          Excellent communication skills in Hindi, both oral and written. Working knowledge of English is highly desirable.

·          Good computer skills, especially in MS Office and Internet.

Other Specific Skill Requirements:

§  Strong documentation, report writing and presentation skills

Travel Requirements:

  • This position will be required to undertake extensive travel within and between districts for upto 12-15 days a moth
