Deputy Country Director – Programme Support [Sudan (Northern States)]

Role and Responsibilities

Provide operational support in order to enhance Medair Sudan (Northern States)’s programme activities and contribute to the achievement of objectives. 

Project Overview

Broad portfolio of projects in West Darfur (Multisectoral in an acute and ongoing conflict) and South Kordofan (Multisectoral); Emergency Response to disease outbreaks etc.

Key activity areas

Operational support management

·         Supporting field project managers in appropriate aspects of logistics, HR, financial management, and operations, and implementation of projects by having regular email/phone contact and occasional field visits.

·         Where appropriate, preparation of policies and guidelines ensuring smooth running of projects and base, in coordination with CD and relevant sectoral managers. These systems may include: financial and governance procedures; information technology; local staff management; and vehicle management.

Financial management

·         Development of budgets, in collaboration with the field and Medair HQ, for base and support costs, ensuring they meet all relevant donor and Medair requirements.

·         Supervising budget management & expenditure, in collaboration with the field, Khartoum staff, Medair HQ.

·         Oversee Monthly Cash Need Forecast for Sudan projects and support the Financial Manager in monitoring cash flow needs.

Staff management

·         Management of Khartoum-based internationally recruited support staff (HR Manager, Logistics Coordinator, and Finance Manager) including appraisal, development & training, and general well-being of staff.

Acting Country Director

·         Shared responsibility with DCD-Programmes to replace the Country Director during leave, travel etc as directed by the Country Director.

Management of legal status and issues

·         Ensuring that all legal requirements are met and maintained, including registration of Medair with relevant authority institutions.

·         Liaison with Sudanese government authorities.

·         Ensure proper management of rental contracts for Khartoum houses, offices and warehouses.

·         Ensure proper management of insurance contracts.

Qualifications

·         University degree and or relevant professional experience

·         Post-graduate qualification in relief or development

Experience

·         2 years experience in senior management position

·         Experience in security management desirable

·         2-3 years progressively senior field support management experience in relief & rehabilitation projects in insecure environments

·         Knowledge of data security, software installation and network management desirable

·         Advanced project and management skills

·         Excellent communication skills

·         Experience in training/mentoring staff

·         Self motivated, energetic and  hard working

·         Team player with excellent interpersonal skills and committed to team building

·         Excellent financial management skills (budget design and financial controls)

·         Good knowledge of donor reporting and financial requirements

·         Able to develop and maintain effective relationships with colleagues, donors and other agencies’ staff

Medair standard working requirements for the field

·         Committed Christians and committed to Medair values

·         At least one year of professional experience in a relevant field (more experience preferred)

·         Minimum 3 months overseas work experience

·         Willing to commit to Medair for a minimum of one year

·         Single, or married without children (or no dependent children)

·         Strong English communication skills (oral and written)

·         Familiar with Office Word, Excel, PowerPoint and Outlook

·         Able to live and work with a multicultural team under difficult conditions

·         Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

·         Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

Working Conditions

·         The staff member will be based in Khartoum, as part of a team of approximately 8 international staff.

·         Living standards are reasonably good and currently the security situation is good (in fact much better than in most African capital cities) but this can change rapidly.

·         The working time is a 5-6 days work per week with weekends off (Friday and some Saturdays off). It may be necessary to work additional hours on occasions, depending on project requirements. Opportunities to travel outside of the country may be limited.

·         The role requires regular trips to the field (probably short but possibly extended depending on project needs and circumstances), where living conditions are more basic, and attention must be paid to the risk of insecurity.

·         May need to work in other locations in Sudan on occasions, depending on project needs and circumstances. Such locations may have different facilities and security conditions than those described here.
