Country Director - Southern Sudan (SDS)

Role and
Responsibilities
To manage the country strategy, donor relations represented on ground,
fundraising and proposal writing, implementation of projects, development and
evaluation/reporting of the complex multi-sectoral Southern Sudan programmes. To
represent Medair for all issues related to the Southern Sudan programmes.
Project Overview
Multi-sector relief programme including: provision of Primary Health Care;
hygiene and health promotion; Water and Sanitation programmes; Non Food Item (NFI)
distribution.

Key activity areas
Organisation
·
Manage the overall
programme and support functions. Review and refine the management structures,
oversee the development and maintenance of operational procedures for support
functions and individual projects. Understand and account for laws governing
NGOs operating within Kenya and Southern Sudan.
Finance
·
Oversee planning &
controlling of budgets, analyse projected cash flow, decide on timings of major
procurement, oversee annual Audit of finances and systems.
Logistics
·
Oversee procurement,
storage, transport, distribution, installation, maintenance and protection of
all Medair equipment.
Human resources
·
Oversee all HR related
issues within the programme including the recruitment, appraisal, management,
development & training, general well-being of all staff, team structures, job
descriptions etc.
Security
·
Oversee the implementation
and update of Medair security plans and manuals for all staff in conjunction
with an appointed Security Focal Point Southern Sudan. Adherence to UN security
procedures as stated in the ‘Letter of Understanding for Humanitarian
Assistance’ with UNDSS. Take the lead on any contingency planning and ultimate
decision around the management during security incidents.
Strategy
·
Design, update and review
country short (1 year) and long term (3 year) strategy taking into account;
community needs, donor criteria and strategies, Medair country strategy,
planning of exit strategy, draft country specific guidelines regarding project
and staff.
Donor management
·
Based on the strategy,
develop donor strategy and ensure funding for ongoing programmes.
Programme development
·
Oversee survey reports,
project proposals, monthly, quarterly & final reports as required for all
projects, regular communication primarily to the DO at HQ, correspondence and
reports to counterpart organisations and donors...
Public relations
·
Develop and maintain
relationships with authorities, churches, donors, media, NGO's, embassies with
the objective of raising public awareness and identifying funding opportunities
and other working partnerships.
Qualifications
·
University degree or
equivalent and relevant professional experience
Experience /
Competencies
·
3 years of experience in
senior management position and at least 1 year of experience in humanitarian
projects
·
2 year of overseas
experience
·
1 year experience in
dealing with donors and government officials
·
Excellent communicator and
analytical mind
·
Excellent negotiation
skills, especially in the context of another culture
·
Good autonomy and deep
sense of initiative and responsibility
·
Very good educational &
coaching skills, capacity to give spiritual input
·
Creativity, open minded,
intercultural sensitivity, adaptability to changes, flexible, honest

Successful completion of
Medair Relief & Rehabilitation Orientation Course (ROC)

Working Conditions
·
Working and living in Juba Southern Sudan where living conditions
are improving but still relatively basic. Expect several field visits and
occasional visits to the Nairobi support base.
·
Security in Juba can be unpredictable but generally calm.
·
Role involves frequent travel to field locations in Southern
Sudan, working and living in locations of relative insecurity and some very
basic conditions. The climate is humid and hot. Rest and recuperation (R&R) to
Nairobi is granted every 10-12 weeks
