Job Summary
JBF is selecting a Development Professional to head its advocacy unit
with specialization in Water, Environment or NRM. It is a very exciting

Job Description
1.
Effective Participation in Government Committees and Civil Society Forums
The Unit will prepare for participation in government committees and
civil society forums including conferences and workshops at state and
national level, as per the agenda, it includes referring relevant
literature, making presentations and documents. Also, after participating
in such forums and based on discussions, follow up actions will be made
by synthesising of knowledge and insights.
The faculty of the Communication and Advocacy Unit will undertake policy
research relevant to the water sector in Rajasthan, by referring to
policy documents, secondary studies and in consultation with key
stakeholders and subject experts. It will be driven by interests of the
poor communities and their rights to influence local and state policies
and programmes on water.
3. Documentation:
It aims to document knowledge generated by the Unit by synthesising best
practices and field learning from the projects of Jal Bhagirathi
Foundation as wells research findings. At least one document will be
published by December 2010, which would become a reference material for
researchers, policy makers and practitioners.
Aiming to bring positive changes in policy as well as wider awareness,
the Unit will develop a robust communication strategy and effective
communication tools for better outreach to communities, elected
representatives and government as well visibility of the work at local,
national and international levels, including IEC materials, other tools
like community media and production of video. It also aims to facilitate
online communication through regularly updated website, tweets and blogs.
At least one workshop will be organised at the Water Resources Centre,
before December 2010, aiming to facilitate dialogue between key
stakeholders about policies and laws relating water resources in the
state of Rajasthan. Such a program will bring in national experience on
water policy and practice, engage on policy issues and discuss common
areas of concern. It will also provide inputs for further development of
the Communication & Advocacy Unit.
6. Networking:
The Unit will facilitate networking with likeminded NGOs, government
institutions, policy makers, local and national media and knowledge
centres, which will not only contribute to knowledge generation but also
result in collective action. Networking will be undertaken through
established networks such as Solutions Exchange as well as with
systematic follow-up with contacts made in committees and forums.
Desired Candidate Profile
1.
Research Scholar with a Graduate / Post-Graduate degree in social
sciences, and rural development with excellent communication skills in
English and at least 5 to 10 years experience in action based advocacy
research, preferably in NRM.
2.
The position requires a strong passion for action in water or NRM
related issues, commitment to participatory development, and an interest
in grass root projects.
3.
Should have strong documentation and report writing skills.
4.
Candidates should have a strong background in development studies,
and keenly interested in developing domain expertise in exciting and new
areas of theorisation and action.

Jal Bhagirathi Foundation (JBF) is a ISO 9001:2000 certified NGO headed
by H.H. Maharaja Gaj Singh of Jodhpur and Shri Rajendra Singh (Magsaysay
awardee 2001), and is working in 200 villages spread over 2500kms of the
Marwar region in the Thar Desert of Rajasthan.
Jal Bhagirathi Foundation works towards
strengthening the capacity of desert communities to manage their scarce
water and natural resources through traditional best practices. With
active participation from the community JBF acts as a catalyst and
facilitator for the construction and restoration of traditional water
harvesting structures in the Marwar region.
Common property resources like pasturelands;
sacred groves, gravely lands and cultivable wastelands play an important
role in preserving the local bio-diversity. JBF is attempting to empower
village level institutions to adopt a pragmatic approach towards
development and restoration of common property resources, benefits of
which will accrue to the entire village community.
The strategy focuses on capacity building and
training of rural community for development and proper management of
ecological resources. The Foundation follows a participatory approach and
emphasizes on strengthening village level institutions to effectively
manage natural resources. Women empowerment is promoted through their
participation in project planning, execution and management. Sustenance
and effective governance of ecological resources is therefore ensured
through participation of stakeholders.
All programs, activities and strategies of the
Foundation aim towards one goal: involving, empowering and making the
village community self-reliant.
The Foundation has also initiated an action
oriented advocacy campaign to further the cause of a clear water sector
policy and related reforms. It believes that the voice of the people
should be heard before policies are framed for their benefit; from
