1. JOB PURPOSE
• Overall coordination of the project to ensure timely implementation of programme activities and donor reporting requirements

2. KEY TASKS

1. To support the eight IPPF Member Associations (MAs) in the South Asia Region (SAR) in carrying out project activities as per the time plan.
2. To support the capacity building of IPPF SAR MAs and project partners on National-level Advocacy and SRH-HIV Integration
3. To support the SAR MAs in developing advocacy tools and messages.
4. To coordinate with Project MAs in the Region to ensure successful rollout of the Rapid Assessment Tool (RAT) in the eight countries (Afghanistan, Bangladesh, India, Iran, Maldives, Nepal, Pakistan and Sri Lanka).
5. To support Project MAs in the Region in setting up of Country Teams to raise awareness of, and advocate for SRH-HIV Integration at national level, especially within Global Fund processes.
6. To oversee the establishment and management of Technical Assistance Hubs (TA Hub) in project countries in the Region that will assist Country Coordination Mechanisms (CCMs) and Civil Society Organizations (CSOs) to develop strong integrated Global Fund Proposals
7. To set up and manage a Small Grants Facility for local civil society organisations in the project countries in collaboration with Director-Resource Mobilisation & Advocacy
8. Oversee the work undertaken by the Project Assistant (SRH HIV Integration Project) to facilitate youth and advocacy related outputs in the MAs
9. Provide technical assistance and support to the eight Country Coordinators and eight Advocacy Officers from the MAs.
10. Ensure timely submission of narrative and financial donor reports.
11. Keep the Director of Advocacy & Res Mob updated on project progress and challenges
12. To undertake any other reasonable duties as may be requested from time to time.
13. To undertake the above tasks in collaborations with other concerned staff members at SARO and MAs.

3. RESPONSIBILITIES
a) Staff responsibilities carried out by the job holder.
• Supervise the Technical Hub Coordinator (SRH HIV Integration Project)
• Supervise the Project Assistant (SRH HIV Integration Project)
 

b) Financial responsibilities carried out by the job holder.
• Responsible for the Project budget and expenditure in coordination with Finance Unit at SARO

c) Advisory responsibilities carried out by the job holder.
• Advise Programme Officers, Directors and Regional Director at SARO on the SRH-HIV integration in the project.
• Advise MAs in the Region on technical issues related to SRH-HIV integration in coordination with other concerned Programme Officers at SARO.

4. EDUCATION & QUALIFICATIONS
• At the minimum, the post holder should have a post graduate degree in a social science related subject or equivalent standard of education.

5. PROVEN ABILITY
Minimum level of professional experience required to do the job.
• At least 7-10 years experience in the field of HIV programming and policy advocacy work in a developing country setting. This should include consistent application of comprehensive programme management.
• Understanding of sexual and reproductive health and rights, gender and women’s issues is essential.
• Experience of working with the Global Fund mechanisms would be an added advantage.
 

6. SKILLS
• Excellent project management skills
• Excellent written communication skills required to write a variety of documents
• Strong research and analytical skills.
• Understanding of policy advocacy.
• Excellent interpersonal skills. Ability to influence and persuade others.
• Excellent understanding of the associated technical issues to integrating HIV and SRH
• Ability to work both independently and as part of a team
• Proven organisational and time management skills to meet tight deadlines
• Fluent English essential, knowledge of other South Asia languages preferred
• Good IT skills – ability to use MS Office.

7. PERSONAL COMPETENCE
Describe the characteristics of effective job performance, e.g. sound judgement, ability to maintain confidentiality.
• Ability to maintain confidentiality.
• Willing to travel to project locations as per requirements. 30-35 travel days per year.

Annual gross salary for the above position is Rs. 12,01,000.
