Calling for Expression of Interest in developing training modules for SRH-HIV integration in Global Fund Proposals:-

Introduction:-

In developing countries vertically functioning HIV and SRH programs have led to duplication of efforts and reduced program effectiveness and efficiency leading to lack of access to SRH services by PLHIVs. At the same time those accessing SRH services are unable to access information and services on HIV. Linking HIV/AIDS and sexual and reproductive health programmes has the potential to significantly curtail the AIDS epidemic. Furthermore, it also addresses the unmet need and rights of women and men living with HIV/AIDS to sexual and reproductive health services. An integrated SRH/HIV approach joins together different types of RH and HIV services and programs by locating them in one place or through a system of referrals. It is a proven strategy that makes programmatic and economic sense for individuals and organization and health systems alike. It is a pillar of effective action on HIV and SRH in any country and epidemic context. It is vital for accelerating progress on both MDGs 5 and 6. Such an approach has been proven to reduce competition for funds, making best use of scarce human resources, reducing duplication of effort and improving access to SRH and HIV services especially for women, young people, people living with HIV and marginalized groups. With this in view, the International Planned Parenthood Federation (IPPF)1 South Asia Regional Office (SARO) is currently implementing an European Union supported advocacy project on advocating for the integration of SRH in the operation of the CCMs of the Global Fund in India, Bangladesh, Nepal, Pakistan, Sri Lanka, Afghanistan, Maldives and Iran. This project will contribute to improve overall SRHR in these countries by empowering civil society to advocate for integrating SRH in Global fund mechanisms.

Scope of work/deliverables:-
IPPF SARO recognizes the need for investing on building capacities of civil society organizations with a view towards increasing their understanding of SRH-HIV integration as well as understanding on Global Fund Mechanisms and how the issues of integration could be mainstreamed into the Global Fund proposal writing process. Therefore IPPF SARO would like to invite ¡¥Expressions of Interest¡¦ from leading SRHR and HIV organizations/individuals to develop 3 training modules OR any of the modules separately to train project partners and CSOs on the following: (These training modules will be designed so that they can be easily adapted and used throughout the IPPF Federation)


a. Gender Equality and Mainstreaming
(To include: concepts, benefits, the Global Fund Gender Equality Strategy, how to include gender components in Global Fund proposals and how to mainstream gender into integrated programmes),
b. Global Fund proposal writing
(To include: Global Fund priorities, regulations, processes; training on how to draft a successful Global Fund proposal)
c. Global Fund budgetary processes and financial management

(To include: Global Fund financial regulations and management; Global Fund budget development)
In addition to developing the modules, the organization/individual/s will also need to conduct one Training of Trainers (TOT) on all the 3 modules OR the module/s developed by the organization/individual/s.
 

Expected outcomes:-
The selected organization/individual/s will develop the 3 training modules OR any of the modules separately (GFATM proposal writing, gender and budgeting/financial management) which will achieve the following:
* It will equip the CSOs with the necessary skills to put together strong Global Fund proposals which fit the relevant criteria and are compliant with all the necessary regulations.
* The module on gender will allow CSOs to develop proposals which fully conform to the Global Fund¡¦s Gender Equality Strategy.
* It will increase the capacity of NGOs and CSOs on budgeting and financial management of Global Fund projects. As a result the probability of being accepted as potential recipients of funding will increase as they will submit significantly higher quality proposals not only to the Global Fund but also to various other donors.
 

The selected organization/individual/s will also conduct one training of trainers (TOT) for approximately 15-20 persons based on the modules developed.


Eligibility criteria:-
* The selected organization/individual/s will have demonstrated expertise on SRH-HIV integration (implementation, capacity building and advocacy), developing training modules and familiarity with Global Fund Mechanisms.
* Multi-disciplinary team with experts on SRH, HIV, Gender mainstreaming, advocacy and financial management for CSOs.
 

Submission of EOI:-
* The Expression of Interest should include the following:
1. A brief outline of the proposed modules, including key concepts to be covered.
2. Proposed training methodology
3. Proposed Budget
4. Information about the applicant organization
5. Names and short CVs of key personnel to be involved in this project.

Instruction to the Bidder
* The bid prepared by the Bidder, as well as all correspondence and documents relating to the bid exchanged by the Bidder and IPPF SARO shall be written in English language only.
* Technical Bid: Technical Bid shall comprise of the Cover Letter and the Technical Proposal developed as per the guidelines provided in Annexure 1.
 

Technical proposal (covering sections 1 and 2 mentioned under Submission of EOI) including Annexure 1(excluding the relevant materials required for evaluation of the proposal) should be restricted to maximum 5 A4 size pages with a font size of 11. Technical proposals longer than 5 pages are liable to be rejected. The corresponding CVs should not exceed 1 page.
 

Kindly note that any reference / mention of the financial quote or price schedule in the Technical Bid shall be at the Bidder¡¦s risk and may result in rejection of the bid.
 

* Financial Bid: The Financial Bid should comprise of the cover letter and price schedule (in the format provided in Annexure 2). Non adherence to the format of the financial bid as specified in Annexure 2 of the bid document shall be at the Bidder¡¦s risk and may result in rejection of the bid. The bid shall be furnished in US dollars.
 

* Enclosing of Bid: The Technical Bid (only hard copy) shall be placed in sealed envelopes clearly marking 'Technical Bid'. The Financial Bid (only hard copy) shall be placed in separate sealed envelope clearly marking it as 'Financial Bid - Do not open with Technical Bid'. All these envelopes are to be enclosed in an envelope stating the contents of the envelope.

* Last date for Submission The Bids (Technical and Financial) must be received at the above addresses by 16th August 17.00 hrs (Indian Standard Time)


IPPF SARO may, at own discretion, extend this deadline for submission of bids by amending the bid document in which case all rights and obligations of IPPF SARO and Bidders previously subject to the deadline, will thereafter be subject to the deadline as extended.
Any bid received by IPPF SARO after the deadline for submission of bids prescribed by IPPF SARO, will be summarily rejected and returned unopened to the Bidder. IPPF SARO shall not be responsible for any postal delay or non-receipt / non-delivery of the documents. No further correspondence on this subject will be entertained.


* Copyright: IPPF SARO retains all right, title and interest in and to any and all data, entered or generated by the selected Bidder for IPPF SARO pursuant to this agreement and any modifications thereto or works derived there from. The selected agency/firm cannot publish the full or part of any data generated through this process without a specific approval from IPPF SARO in writing to this effect.
* Right to Inspect: Also IPPF SARO reserves the right to inspect the work in progress at any time during the task period. Such an inspection shall be performed in such a manner, which will not interfere with the procedure and time schedule of the consultants.
* Note: Clarification can be sought by e-mail only.
* Award of contract: IPPF SARO shall notify the successful bidder in writing by email, that its bid has been accepted. The Bidder shall acknowledge in writing receipt of the notification of award and will enter into agreement within time specified in the email.

Please clearly identify input required from IPPF SARO on the proposed scope of work and on the data, services, facilities or other inputs

4. Technical content

This section should include your response to the given tasks identified under the scope of work/deliverables section of this EOI. Details of the methodology must be provided. It would be helpful to describe plan in terms of firm’s experiences on all these issues.

5. Key Personnel and Staffing

Please provide a list of key personnel who will lead your organization’s work on this assignment and expected time devoted to this in the table below.

(To include: Global Fund priorities, regulations, processes; training on how to draft a successful Global Fund proposal)

C. module on Global Fund budgetary processes and financial management

(To include: Global Fund financial regulations and management; Global Fund budget development)

In addition to developing the modules, the organization/individual/s will also need to conduct one Training of Trainers (TOT) on all the 3 modules. This will include design and development of the training plans, and facilitation of the sessions. (Cost of travel, facilities and venue costs for the training need not be included in the financial bid)
