Calling for Expression of Interest from consultants for developing Advocacy Tools and Messages for SRH-HIV integration in Global Fund Proposals


Introduction:-
In developing countries vertically functioning HIV and SRH programs have led to duplication of efforts and reduced program effectiveness and efficiency leading to lack of access to SRH services by PLHIVs. At the same time those accessing SRH services are unable to access information and services on HIV. Linking HIV/AIDS and sexual and reproductive health programmes has the potential to significantly curtail the AIDS epidemic. Furthermore, it also addresses the unmet need and rights of women and men living with HIV/AIDS to sexual and reproductive health services. An integrated SRH/HIV approach joins together different types of RH and HIV services and programs by locating them in one place or through a system of referrals. It is a proven strategy that makes
programmatic and economic sense for individuals and organization and health systems alike. It is a pillar of effective action on HIV and SRH in any country and epidemic context. It is vital for accelerating progress on both MDGs 5 and 6. Such an approach has been proven to reduce competition for funds, making best use of scarce human resources, reducing duplication of effort and improving access to SRH and HIV services especially for women, young people, people living with HIV and marginalized groups. With this in view, the International Planned Parenthood Federation (IPPF)1 South Asia Regional Office (SARO) is currently implementing an European Union supported
advocacy project on advocating for the integration of SRH and HIV in the operation of the CCMs of the Global Fund in India, Bangladesh, Nepal, Pakistan, Sri Lanka, Afghanistan, Maldives and Iran. This project will contribute to improve overall SRHR in these countries by empowering civil society to advocate for integrating SRH and HIV in Global Fund mechanisms.


IPPF SARO is looking for a consultant to develop advocacy messages and tools that will be used by the project partners, country teams and civil society organizations to advocate on SRH- HIV integration in the Global Fund mechanism. The advocacy will be done with various stakeholders like government representatives, CCM members, organizations working in the fields of SRH, PLHA networks, youth organizations, media and other stakeholders who are able to influence the Country Coordinating Mechanism members of the Global Fund in the project countries. The advocacy will help in increasing the commitment of the CCM members towards SRH-HIV integration, as well as increase their understanding on the benefits of integration in their own country context.


Scope of work/deliverables:-
The consultant will be responsible for the following:
o Development of an advocacy tool that will provide a step-by-step guideline for IPPF SARO partners on identification of suitable advocacy targets and how to advocate with them in the context of this project
o Development of 4 advocacy fact sheets on benefits of integration in the following context:
• Addressing the benefits of SRH-HIV integration from the perspective of prevention of HIV infection amongst marginalized and vulnerable groups as well as from the perspective of human rights of PLHIVs, including their SRHR.
• Gender equity and equality perspective.
• Improving a country’s health outcome and HIV response (both in the context of high and low prevalence countries).
• Improving young people’s, especially key affected populations’ health status o Development of minimum 4 key messages per fact sheet based on the findings of the in-country
reviews carried out in the project countries through Rapid Assessment Tools. These reviews will uncover the main obstacles and blockages towards integration of SRH and HIV services. In addition, the tools and messages will take information from other existing high quality materials of IPPF to allow ease of access and consolidate information. It needs to be ensured that the advocacy messages developed are highly relevant and targeted. Also, the advocacy messages will be broad based addressing not only the health sector and the direct impact on health, but also the structural and social determinants affecting both HIV and SRH.


Expected outcomes:-
The selected consultant/agency will develop an effective advocacy tool, 4 fact sheets on the benefits of advocacy and a minimum of 4 very specific and appealing advocacy messages per fact sheet.


Eligibility criteria:-
• The selected individual/ agency will have demonstrated expertise on SRH-HIV integration (implementation and advocacy), developing advocacy materials and familiarity with Global Fund Mechanisms.
• Experience of developing advocacy tools and messages on SRH, HIV and its implementation strategy.
• In case of agency multi-disciplinary team with expertise on advocacy, communication, SRH, HIV and Gender mainstreaming.
• Experience of working in the South Asia region.

• Last date for Submission The EOI must be received at the above addresses by August 12 2011, 1700 hours India Standard Time (IST).
IPPF SARO may, at own discretion, extend this deadline for submission of EoI by amending the bid document in which case all rights and obligations of IPPF SARO and Bidders previously subject to the deadline, will thereafter be subject to the deadline as extended.
Any bid received by IPPF SARO after the deadline for submission of bids prescribed by IPPF SARO, will be summarily rejected and returned unopened to the Bidder. IPPF SARO shall not be responsible for any postal delay or non-receipt / non-delivery of the documents. No further correspondence on this subject will be entertained.
• Copyright: IPPF SARO retains all right, title and interest in and to any and all data, entered or generated by the selected Bidder for IPPF SARO pursuant to this agreement and any modifications thereto or works derived there from. The selected agency/firm cannot publish the full or part of any data generated through this process without a specific approval from IPPF SARO in writing to this effect.
• Right to Inspect: Also IPPF SARO reserves the right to inspect the work in progress at any time during the task period. Such an inspection shall be performed in such a manner, which will not interfere with the procedure and time schedule of the consultants.
• Award of contract: IPPF SARO shall notify the successful bidder in writing by email, that its bid has been accepted. The Bidder shall acknowledge in writing receipt of the notification of award and will enter into agreement within time specified in the email.
