Consultant – Measles

IMaCS is a consulting firm with more than 15 years of experience in executing consulting assignments across diverse sectors in India and overseas. IMaCS has been engaged by an UN Agency to provide Technical financial and human resource support to various programmes and operation. In this regard, IMaCS invites applications from qualified candidates for the positions of Consultant – Measles based in one of the NE state. He/ she will provide technical assistance to the measles control program in one of the following NE states/ Districts.

State - District
Assam - Morigaon
Arunachal Pradesh - East Siang
Manipur - Imphal West
Meghalaya - Ri Bhoi
Nagaland - Phek
Tripura - West Tripura

He/ She will provide technical assistance in planning, implementation and monitoring and evaluation of measles catch up campaigns in selected district in phase one, and documentation for replication in remaining districts in phase two. The present assignment foresees support to the state and district governments in planning, implementation of the measles control program. This entails the coordination of advocacy, communication, capacity building, cold chain and logistics management, supportive supervision and evaluation of the program

Details of tasks are given below.
1. To liaison closely with state and district health officials, UN Agency Guwahati health officer and other inter-sectoral partners, thus networking for implementation of measles control strategy
2. Coordinate with states for developing timeline, for implementation of operational plan for measles SIAs as per state plan.
3. Provide technical input during trainings, development of micro planning and supervisory plan and monitor its implementation and use
4. Actively participate in the District Task Force, Core committee meetings at district and state level
5. Facilitate state and district consultation meetings, trainings and workshops.
6. Coordinate with inter sectoral depts. for effective coordination and deliverables related to measles campaigns.
7. Provide a report which highlights the campaign in assigned state, best practices and case studies
8. Implement other activity related to the assignment as may be indicated by the supervisor
 

Qualification and Experience:
• A medical graduate. Post graduation qualification in Public Health / Health management/ Pediatrics will be an added asset.
• Candidates with qualification in health management, social science with adequate experience in immunization program will also be eligible to apply.
• Candidate should have at least five years experience in immunization program, polio campaigns or disease surveillance preferably at the state or district level after medical graduation.
• Detailed knowledge, skills and experience in planning, implementation, supervision and monitoring of immunization activities at district and block levels. Previous experience of technical assistance at State level, an asset.
• Ability to work in harmony with the government, non-government staff and other stakeholders and maintaining poise and tact in difficult situations.
• Ability to make oral and written presentations on technical issues.
• Proficiency in the use of computer and be able to use latest computer software.
• Should have excellent writing skills. Reports writing experience preferred.
• Fluent in English, Hindi.

Contract Duration and Appointment: Initially for 3 months, but renewable.
