National Consultant – Measles

IMaCS is a consulting firm with more than 15 years of experience in executing consulting assignments across diverse sectors in India and overseas. IMaCS has been engaged by an UN Agency to provide Technical financial and human resource support to various programmes and operation. In this regard, IMaCS invites applications from qualified candidates for the positions of National Consultant – Measles based in New Delhi. He/ she will provide technical assistance to the measles control program in country. This includes measles catch up campaigns in 14 states and introduction of MCV2 in routine immunization program in 17 better performing states. The present assignment foresees support to the national and state governments in planning, implementation of the measles control program, which entails the coordination of advocacy, communication, capacity building, cold chain and logistics management, supportive supervision and evaluation of the program. Details of tasks are given below.

1. To liaison closely with national and state health officials, UN state health officers and other inter-sectoral partners, thus networking for implementation of measles control strategy
2. To support development of measles mortality reduction operational plan in consultation with Govt. and partners
3. Coordinate with states for developing timeline for implementation of operational plan for measles SIAs (14 states) as per GoI plan.
4. Coordinate with consultants in NE states, and provide technical support in measles campaign implementation in these states. Collate a detailed report for NE states based on submission of state reports at the end of campaign
5. Provide technical input during the development of training materials, films and training tool kit for different levels of trainings including program mangers, health workers and volunteers for measles campaigns and monitor its implementation
6. Facilitate national and state consultation meetings, trainings and workshops.
7. Coordinate with C4 D, S&P and A&P section for effective coordination and deliverables related to measles campaigns.
8. Support development of an operational strategy and the training materials for routine measles 2nd dose in 17 states and monitor implementation and use
9. Facilitate implementation of operational research to provide evidence on routine immunization strengthening using measles SIA strategy
10. Provide a report which highlights the campaign in 14 states, best practices and case studies
11. Implement other activity related to the assignment as may be indicated by the supervisor

Qualification and Experience:
• Medical graduate. Post graduation qualification in Public Health / Health management/ Pediatrics will be an added asset.
• Candidate should have at least five years experience in immunization program, polio campaigns or disease surveillance preferably at the state or district level after medical graduation.
• Detailed knowledge, skills and experience in planning, implementation, supervision and monitoring of immunization activities at district and block levels. Previous experience of technical assistance at State level, an asset.
• Ability to work in harmony with the government, non-government staff and other stakeholders and maintaining poise and tact in difficult situations.
• Ability to make oral and written presentations on technical issues.
• Proficiency in the use of computer and be able to use latest computer software.
• Should have excellent writing skills. Reports writing experience preferred.
• Fluent in English, Hindi.

Contract Duration and Appointment: Initially for one year, but renewable.
