 Consultant – School Health

 IMaCS is a consulting firm with more than 15 years of experience in executing consulting assignments across diverse sectors in India and overseas. IMaCS has been engaged by an UN Agency to provide Technical financial and human resource support to various programmes and operation. In this regard, IMaCS invites applications from qualified candidates for the positions of Consultant – School Health.

His/ her responsibility includes
• Responsible for achievement of targets for adolescent school health program
• Continuous improvement in program implementation and quality of services delivered through inputs and processes in states/districts:
o Supportive supervision
o Mentoring of staff in preparation of state PIPs/district plans
o Monitoring, capacity building of staff including those at facilities
o Through field visits and revision/preparation and dissemination of guidelines.

The managerial and technical tasks for mentioned position are as follows

Tasks - Managerial
• Planning
o Support for States/Districts in preparation of adolescent school health component of state/district plans
o Annual review/re-design/approval of process/tools for appraisal of adolescent school health program components of state PIPs – in terms of availability of inputs, processes, services delivered and ensure that targets, strategies and budgets are internally consistent
• Monitoring
o Develop appropriate indicator that can be included as a field in the existing HMIS
o Assessment of progress against approved plan through, e.g. analysis of reports received data available in the web based HMIS, field visits, etc.
o Appraisal/review of adolescent school health components of state PIPs and suggest appropriate actions to strengthen these. Follow up to ensure that suggestions are satisfactorily addressed in the revised stat PIPs.
• Field visits
o Development and approval process for checklists (with emphasis on inputs, processes and service utilization) for visits to States
o Periodic visit to States and in particular to the “backward districts” in order to identify strengths and weaknesses; discuss and agree to overcome the latter. Follow up to ensure that the agreed steps are implemented.
o Minimum travel of 100 days annually
• Ongoing support
o Review evidence (intervention/model of implementation and convergence) as inputs for the Adolescent Health Group in MOHFW

Tasks - Technical
• Design and establish training manual for the adolescent school health program/component.
• Support the MOHFW in preparation of training manual and training process (e.g., identification of trainees, training methodology, post training placement, quality/post training performance and State training capacity.) In particular, focus on establishing system/tie-up with resource persons and institutions for ensuring quality control of training

Qualification and Experience:
• Post graduate qualification in education or adolescent health
• At least 10 years experience of working with adolescent school health programs
• Experience of developing training material
• Experience in counselling and use of life skills approach
• Good interpersonal skills;
• Able to work effectively with professionals at various levels in the MOHFW and the state departments of Health & Family Welfare

Contract Duration and Appointment: Initially for one year, but renewable. He/ She would be located within the Ministry of Health and Family Welfare, Government of India, New Delhi.
