SENIOR PROGRAM SPECIALIST - Law and Development

Job Overview
The Social and Economic Policy program seeks to inform public debate on key policy challenges related to growth, poverty reduction, and state-building in the developing world. It supports research projects and networks, strengthens individual and institutional capacities for research and analysis, and promotes dissemination and dialogue based on research results. Issues of law and development cut across our programs, including programming focussed on the functioning of and interplay between formal and informal systems of governance, security and justice; and on the national regulatory frameworks and institutions affecting economic activity.
As the Senior Program Specialist, you will develop, manage and monitor a portfolio of research projects dealing with the legal aspects of development, as well as support colleagues to appropriately integrate legal perspectives. In addition, you will play a lead role in charting potential new directions for IDRC’s work in this area, interact with experts in the field, and represent IDRC in a variety of fora.
Candidate Profile
Education
• Law degree (JD or LLM) with a relevant international law specialization OR law degree and significant international development experience
Experience
• Minimum 8 years of relevant work experience in development, including experience in conducting and/or managing research
• Demonstrated track record in the field of law and development
• Experience working in a developing region is an asset
Note: Candidates with less experience may be considered for appointment at the level of Senior Program Officer (CA $83,685 – CA $100,825)
Language
• Superior English language skills
Knowledge
• Strong understanding of legal issues in development, with particular expertise in one or more of the following areas:
o Legal development and access to justice in the context of fragile or post-conflict countries
o Commercial law (regulatory policies, competition law, intellectual property, etc.)
o Human rights law
o International law and institutions
• Knowledge of development issues, and familiarity with overall development policy and trends in one or more of the regions where IDRC works
• Strong grasp of research methods and research management practice
Competencies
• Strategic thinker with solid judgment, initiative and creativity
• Excellent interpersonal and communication skills
• Strong analytical, problem-solving and project management skills
• Ability to establish and manage relationships with partners and other constituents
• Ability to provide specialized advice and guidance internally and to external partners
• Ability to work with others as an effective and cooperative member of a diverse, multidisciplinary, international team, with sensitivity to individual, gender and cultural differences
Additional Information
This position requires a willingness to travel internationally, an average of 30-60 days per year and will not involve the practice of law as IDRC has a dedicated team of practicing lawyers.
