The ICRC is an independent, neutral organization ensuring humanitarian protection and assistance for victims of war and other situations of violence. It has a permanent mandate under international law to take impartial action for prisoners, the wounded and sick, and civilians affected by conflict. The ICRC Regional Delegation in Delhi is currently looking for an enthusiastic professional to join its Water & Habitat department under the following position:

Starting date: Immediately

General Information

The ICRC's water and habitat engineers assess the water and housing needs of victims of armed conflict. They plan projects to solve the issues requiring environmental and civil engineering skills, negotiate with local authorities and firms regarding project implementation, supervise the execution of the projects, and handle all aspects of their administration.

This new position covers the WatHab activities implemented in Chhattisgarh State Sub-Delegation where the ICRC had recently and for the first time in India, an opportunity to develop its assistance activities.
Current orientations consider targeting Dantewara and Bijapur districts’ rural populations which have been isolated from the mainstream Indian citizens. WatHab program are currently being shaped up to provide direct water supply assistance to the resident population, both in terms of quantity and quality, as well as provisioning a support to ICRC health department (intervention in health and orthopedic centers).
The position reports to the WatHab Program Manager.

Qualifications / knowledge / experience

• The WatHab Field officer is expected to have successfully completed a bachelor in Civil Engineering and to present a proven track record of 3 to 5 years in the fields of water supply, civil engineering, and project management.
• Good written and oral communication skills in English and Hindi. Mastering a local language would be considered a strong asset.
• He is expected to be familiar with Chhattisgarh State’ Southern districts, interested in developing her/his knowledge of the India Central States’ context and strongly committed to provide relevant assistance to vulnerable populations.
• Good negotiation skills. Ability to develop and maintain a constant dialogue at her/his level of responsibilities.
• Good computer literacy (MS Office, CaD) is essential.
• Being part of a team, showing some abilities to interact, coordinate, and be genuinely interested to other ICRC fields of activities is indispensable.
• This position involves some mobility and field movements in difficult geographic conditions.

Duties and responsibilities linked to the position

Context understanding and integration

Maintain an up to date contextual knowledge of the areas where the project will be implemented; Establish and maintain close links with local stakeholders (IRCS, communities, traditional, administrative, and technical authorities, NGOs); Assess and monitor public health conditions of population and its access to water and sanitation facilities.

Operational management of WatHab program

Develop an in-depth knowledge of the project planning documents; Implement the project in an integrated manner with other ICRC’ operational departments in terms of schedule, resource allocation, shared objectives, etc... Provide relevant technical inputs and contribute to the definition of the implementation’ modalities; monitor the operation' relevance and adequacy with respect to the context' evolution; provide constructive criticism on program strength and weaknesses; respond proactively to lessons learnt.

Logistic, financial & administrative management of WatHab program

Identify the needs in resources and provide a project procurement planning to her/his supervisor; Contribute to and follow-up material orders; Supervise sub-contracted work; Develop an in depth knowledge of the allocated budget and monitor project expenditures at regular intervals; provide the project fund requests to her/his supervisor.

Representation & Coordination

Represent the institution ICRC at any time and act accordingly; present ICRC identity to all her/his interlocutors.
Actively participate to internal operational meetings conducted at local level and share WatHab findings and lessons learned with direct managers and other ICRC technical departments; develop and maintain a close collaboration with logistic and administrative departments to anticipate and solve operational difficulties; conduct regular meetings with her/his interlocutors.

Institutional and internal reporting

Contribute at project level to the scheduled and or ad hoc institutional, contextual, and technical reports, according to the direction of her/his supervisor.
