Regional Delegation in Delhi is currently looking for an experienced and
dedicated professional to manage its water, sanitation and construction
department (named Water & Habitat department):

General Information
The ICRC's
Water and Habitat (WatHab) engineers plan projects to solve the issues requiring
environmental and civil engineering skills, negotiate with local authorities and
firms regarding project implementation, supervise the execution of the projects,
and handle all aspects of their administration.
Water and
Habitat is a young department of the ICRC delegation in India. It initiated its
activities early 2009 in Assam where it supported the population adversely
affected by intercommunity violence, and eventually started its official
existence during the yearly operational planning exercise for 2011. After one
year of existence, the department, still managed by an expatriate Engineer, is
currently involved in operations conducted in northeastern States and Central
India. Acknowledging the relevance and appropriateness of the support it can
deliver, the Delegation decided to further develop the Water and Habitat program
while reinforcing its capacities and ensuring its presence’ sustainability.
The
selected candidate is expected to be recruited mid-2011 and complete a 6 months
mission with ICRC outside of India before joining her/his final posting in New
Delhi.

Function description:
In her/his
capacity as Water and Habitat Program Coordinator, S/he implements the WatHab
objectives of the ICRC Delegation in India. S/he develops a genuine
understanding of the
humanitarian, social and operational context of the areas where the ICRC
operates,
formulates the strategy in close link with the Delegation' Management,
elaborates plans of action in collaboration with other ICRC's departments,
provides technical support and management to the teams in the field, mobilises
resources, follows-up logistic matters, monitors, reports and communicates on
the achievements and implementation of the related plans of actions.
Qualifications / knowledge / experience
The candidate
will have the overall management responsibility over the Water and Habitat
department within the ICRC Delegation in India.

Indian National.
·
The candidate is expected to be strongly committed to provide relevant
assistance to vulnerable populations.
·
As a team member, he will have to show abilities to interact, coordinate, and
be genuinely interested in other ICRC’ departments’ activities.
·
The candidate is expected to have successfully completed a Civil or Water
Supply/Environmental Engineering degree in a reputed national or foreign
institution. The possession of an MSc or equivalent in a related field is
desirable. The candidate is also expected to present a proven track
record of at least 10 years of experience in the fields of water supply, civil
engineering, strategic planning, and project and contract management.
A significant part of his experience is expected to originate
from overseas assignments as the candidate will have to (1) integrate into,
interact with, and grow within a team of various national and cultural
backgrounds (2) keep an active and open link with the WatHab unit based in GVA
and (3) to prove capable to adjust on a daily basis to the strong identity and
working culture of a 150-year-old institution,

He is expected to be proactive in continuously developing her/his global
contextual understanding of the country and gradually gain in autonomy and
initiative to eventually become a suggesting and implementing strength of the
ICRC assistance in India.

Excellent analytical, written and oral communication skills in English & Hindi
·
Excellent negotiation skills, able to establish and maintain a trustful dialogue
with his interlocutors
·
Good computer literacy (MS Office, CaD and/or GIS) is essential.
Duties and responsibilities linked to the position
Context
understanding and integration
Establish
and maintain close links with all WatHab stakeholders; Maintain a constant
dialogue within the Delegation and with external interlocutors to develop a
broad, deep, and updated understanding of the ICRC areas of intervention; Assess
and monitor public health conditions of population, and its access to water,
hygiene and sanitation facilities within areas of intervention in coordination
with others operational departments.
Operational
management of WatHab program
Develop the
result-oriented Water and Habitat annual planning documents; Coordinate the
implementation of the respective plans of action; Ensures that the WatHab
program is implemented in an integrated manner with other ICRC’ departments in
terms of planning, resource allocation & shared objectives; Support the program
managers in defining implementation’ modalities; Monitor the operation'
relevance and adequacy; Respond proactively to lessons learnt.
Logistic,
financial & administrative management of WatHab program
Set-up the
department budget; Organize the financial follow-up and reporting; Identify the
needs in resources for each plan of action. Validate the procurement planning
established by the WatHab team and Logistic; Contribute to and follow-up
material orders; Monitor and/or directly manage tender processes in
collaboration with logistic and administration departments; Elaborate and manage
contracts.
Team
Management
Shape up
and organize the WatHab team’ human resources; Establish job descriptions and
sets up recruitment process in collaboration with the HR department; Organize,
coordinate and directly contribute to reinforce his team members' technical and
managerial capacities; Conduct annual staff appraisal exercises.
Representation & Coordination
Present
ICRC identity to all WatHab interlocutors; Actively participate to internal
meetings conducted at Country level; Communicate on WatHab findings and lessons
learned with her/his direct supervisors and other ICRC departments'
Coordinators; Maintain a close collaboration with logistic and administrative
departments to respect procedures, anticipate needs and solve operational
difficulties; Conduct regular meetings with WatHab stakeholders at Country and
State level
Institutional and internal reporting
Create and
transmit monthly and Quarterly WatHab Statistical Report and Bimestrial WatHab
activity reports; Provide all necessary ad hoc reports and record Minutes of
Meetings
