Job Purpose
Will be a key member of the CRP team, providing technical support in a range of programmatic technical areas related to vaccine preparedness and support for clinical trials and other research related to AIDS vaccines and to sustain an enabling environment to support AIDS vaccine R&D at the country level.

1 About IAVI
The International AIDS Vaccine Initiative (IAVI) is a not for profit scientific and charitable organization founded in 1996 whose mission is to ensure the development of a safe, effective, accessible, preventive HIV vaccine for use throughout the world. IAVI's work focuses on four areas: accelerating scientific progress; mobilizing public support through advocacy and awareness raising; encouraging industrial involvement in AIDS vaccine development; and working to assure global access to a vaccine. IAVI is a young, dynamic and mission-driven organization, and the work environment is fast-paced and intellectually stimulating, relying on the good cheer and high level of cooperation of its committed members.

2 Position Summary
This position is housed in IAVI’s Country and Regional Programmes (CRP) Department and based in the India office. The Senior Program Officer will be responsible for the strategic development, planning, management and implementation of IAVI’s vaccine preparedness activities in India to include support for clinical research centres, social and behavioural research and policy advocacy initiatives, and outreach to stakeholders at the national and local levels. The SPO will be a key member of the CRP team, providing technical assistance for field activities, coordinating support from relevant departments in the New York headquarters, and representing the field perspectives and activities across the organization.


3 Key Responsibilities and Requirements
• Lead, manage and monitor IAVI’s India program portfolio for HIV vaccine preparedness including programs related to strengthening capacity at clinical research centers, supporting education and engagement of communities, initiating and monitoring social and behavioral research, and related activities.
• Plan, design and manage qualitative and quantitative social science research projects to influence stakeholders with regard to promoting Universal access goals
• Provide technical guidance and support of country-specific programs in the aforementioned areas to IAVI staff, in-country partner organizations, ministries and other organizations/ institutions as deemed necessary. Support may include but is not limited to preparing and contributing to research proposals, publications, reports, and dossiers necessary for seeking approvals for the planned research activities from appropriate/relevant national authorities.
• Identify, create/strengthen linkages and regularly liaise with key stakeholders in civil society, government and partner organizations to ensure local and national support for AIDS vaccines among broader constituencies such as NPT groups, women’s health activists, health and development NGOs, etc., and within the dialogue of new prevention technologies
• The SPM will also be responsible for liaising with key global staff to work on gender related issues in vaccine research.
• Develop appropriate monitoring and evaluation, reporting mechanisms and delivery of identified outputs for programmatic areas of responsibility as outlined above.
• Work with IAVI’s CRP Department to identify, write and publish needed materials and appropriate vehicles and opportunities for disseminating/advocating findings and recommendations, within India
• Represent IAVI at senior levels, including liaising with donors, governments, sponsoring organisations and other relevant bodies. Develop and maintain effective networks with a diverse range of people, including government representatives, civil society.
• Explore and identify new strategic directions and initiatives for the CRP India program as per the laid down strategic organizational goals and objectives. Liaison and work with other departments at IAVI and other IAVI India team members to explore opportunities for collaboration including funding for able resourcing and execution of such new strategic initiatives and programs
• Develop and oversee the project/program evaluation framework against specified results, Lead the development of the project’s performance management plan, project’s operations research and evaluation activities and; project documentation and donor reporting.
• Support IAVI’s India program by working closely with the Regional Director and Director Operations on strategic planning, budget and workplan process, as well as ensuring implementation of CRP activities.
• Serve as primary liaison for the India office with other regional offices and New York on programmatic issues and to follow-up on key activities/ requests related to vaccine preparedness work in India.
• Collaborate with CRP global staff to identify opportunities to write, publish and disseminate findings, learning and recommendations within India
• Participate in and support the participation of colleagues in technical meetings and conferences related to IAVI India program
• Prepare, present and disseminate information through oral and written formats on key activities, lessons and directions for IAVI’s India program

4 Schooling, experience and skills
4.1 Schooling
 Education at University level

4.2 Experience
 Minimum of 6-8 years work experience, including 3-4 years of experience in public health program planning, HIV and/or community development program work in India
• Professional experience in planning, managing, implementing and monitoring health and development programs
• Prior experience working on AIDS related themes, development aid, public health, international relations is an asset.
• Demonstrated ability to work effectively and handle multiple simultaneous tasks and demand
• Understanding and experience working on gender issues, a plus.
• Experience of working with non-governmental and/or multi-laterals organizations, including governmental agencies, donors and private sector representatives
• Experience in an international organization, a plus.


4.3 Skills
• Knowledge and understanding of civil society in India including the social, cultural, political and economic conditions
• Knowledge of reproductive health and HIV/AIDS issues including new prevention technologies and ability to quickly assimilate new information on topics related to public health research.
• Proven leadership and decision-making abilities, with ability to problem solve.
• Excellent writing and presentation skills. Fluency in English, written and oral, required.
• Fluency in regional language(s), a plus
• Good writing skills with proven ability to synthesize complex information.
• Meticulous organisational skills, ability to prioritise projects, follow through on detail with high-level accuracy
• Demonstrated ability to work effectively and handle multiple simultaneous tasks and demands, and complete projects within deadlines.
• Commitment to the field of grassroots development, including further personal growth in this field.
• Confident and organised self-starter, who takes initiative and is able to respond rapidly, proactively and effectively to new opportunities.
• Strong interpersonal skills with demonstrated ability to work with cultural competence and resourcefulness among diverse communities and across diverse disciplines.
• A commitment and an ability to articulate a progressive model of philanthropy.
• Experience and desire to work within a team environment with an emphasis on learning and continuous improvement
• Computer literate.

5 Working conditions
The post will be based in India but will involve travel.
