Job summary

The Country Director has overall responsibility for programmatic and administrative leadership of HAI’s projects in Côte d’Ivoire. S/he plays the primary role of developing and maintaining close partnerships with the Ministry of Health, key funders, the UN and other NGOs in Côte d’Ivoire. The Country Director must ensure that HAI’s strategic goals coherently and effectively respond to the needs within Côte d’Ivoire’s public health system. S/he must respond to the evolution of funding patterns, political climate, internal organizational pressures, and health priorities with a solid repertoire of programmatic leadership and organizational development talent.

Responsibilities

Leadership

o Develop and maintain strong partnerships with national level leadership in the Ministry of Health, key local and international players in public health, donors and other relevant organizations.

o Provide leadership to achieve technical, programmatic and administrative goals, ensuring a positive impact on the HAI’s staff, program participants and beneficiaries within and beyond the public health system.

o Connect the work of HAI staff at all levels with the overall objectives and impacts of the organization.

o Seek out and apply for new funding opportunities focused on building the capacity of public sector health systems.

o In collaboration with HAI HQ, guide the development of annual operating plans and long-term strategic planning, including regular monitoring of HAI’s strategic objectives in Côte d’Ivoire.

o Provide continuous mentoring and capacity building to senior and middle management.

o Assume overall accountability for the attainment of HAI’s program goals, objectives and deliverables.

o Participate in relevant technical advisory groups with counterparts.

o Provide technical assistance, when requested, to Ministry of Health officials and other appropriate agencies.

o Maintain close and productive collaboration among programmatic and administrative leadership of HAI Côte d’Ivoire to maximize the capacity of the organization to achieve its goals.

Program/ Operations Management & Administration

Program Management

o Assume overall responsibility for attaining program goals, objectives and deliverables

o Coordinate budget planning and work plans and track implementation of annual work plan

o Communicate regularly and substantially with HAI HQ in all project activities

o Build technical expertise in-country responsive to locally identified needs

o Provide overall management of pMTCT and HIV care and treatment projects

o Work with the Program Advisors and headquarters in the design of new proposals.

o Supervise and support the clinical Director and the technical staff

Reporting, Monitoring and Evaluation

o Submit regular reports to funders and stakeholders as required and respond in a timely manner to ad hoc reporting.

o Develop and implement a country program monitoring and evaluation plan.

o Report to HAI headquarters regarding program and research progress, administrative activities, budget, etc.

o Respond to MOH and donor requests for reports on activities and program progress

HR Management

o Assume overall responsibility for management of in-country budget and staff in multiple locations.

o Embody and engender those qualities that support an effective, efficient and inspired workplace

o Ensure that the all contracts and employment packages are consistant with local practice and labor laws

o Participate in hiring, orientation, discipline and discharge of employees in collaboration with HQ and HR team (Field and HQ)

o Identify and lead staff professional development initiatives at the individual and group level

o Participate in the selection and hiring of national level technical advisors and senior program and administrative managers.

Finance management

o Based on delegated authority, provide oversight of all funds used in-country and assure grant allowability

o In collaboration with HQ and in-country finance staff, prepare and monitor internal budget reports

o Assure financial system meets HAI requirements

o Review and approve annual budgets in coordination with Director of Administrative Operations and Program Director.

Operations/Safety

o Oversee development, application and regular updating of written policies and procedures for country office operations, and assure concordance with HAI HQ, funder, national government requirements and regulations

o Oversee and coordinate organizational policy
development and ensure compliance among upper management.

o Oversee administrative, logistic, security and risk management functions for the country office

o Ensure that HAI meets all requirements to be recognized as a legal entity by the host government.

o Oversee the development, implementation and monitoring of in-country contracts and vendor agreement

o Maintain and coordinate strong communication with Seattle headquarters for programmatic and administrative issues; follow HAI guidelines for management of resources.

o Collaborate with senior leadership to ensure that HAI policies and procedures are compliant with Côte d’Ivoire law, cooperative agreements with the Ministry of Health, donor regulations and internal guides.

Qualifications

o 5 or more years of national level organizational management experience in the developing world.
o Five years experience in managing grants from major donors.
o Medical Doctor, MBA, MPH or other post graduate training.
o Excellent knowledge of public health systems, primary health care, and international health policy.
o Significant depth and breadth of understanding of international development arena.
o Ability to manage complex and rapidly changing funding and program environments.
o Accomplished interpersonal, networking, communication and presentation skills.
o Ability to lead the organization toward new partnerships and maintain current ones.
o Strong skills in human resources management, especially team building, staff retention and conflict resolution.
o Proven experience in financial oversight, including preparing and managing national level budgets and contracts.
o Fluency in French and English (written and spoken) required.
o Must be proficient with Microsoft Word, Excel, Internet Explorer, Outlook, PowerPoint and similar applications.
