Project / Field of activity

GTZ International Services in consortium with Point Carbon AS, Oeko-Institute e.V. and OeBf – Oesterreichische Bundesforste AG is preparing to tender for the above mentioned project:

Capacity Building on monitoring, reporting and verification of GHG emissions and actions in developing countries
The overall objective of the project is to build capacity as regards the measurement, reporting and verification (MRV) of emissions, the preparation of National Communications, Greenhouse Gas Inventories, planning, development, implementation and MRV and Nationally Appropriate Mitigation Actions (NAMAs) in the context of Low-Emission Development Strategies (LEDS).

In order to building capacity in public administrations and companies, national monitoring and reporting Systems of GHG emissions will be set up. At the same time, it will be important to sensitise and prepare the industry for any new reporting requirements.

The project aims to achieve the following:
Developing training material and improving the knowledge of stakeholders in the target countries related to MRV of emissions, the preparation of National Communications, Greenhouse Gas Inventories, planning, development and MRV of Nationally Appropriate Mitigation Actions (NAMAs)

Capacity building provided on the above mentioned topics through workshops, trainings, including hands-on trainings, seminars, bilateral contacts, joint project work, etc.

1) Team leader (f/m)

Responsibilities
The expert will be responsible for the overall coordination and provides technical assistance in order to implement the project and achieve the envisaged results.

Qualifications and skills:
Demonstrated leadership, project and team management capabilities. Demonstrated organisational skills.
University-degree.
Fluency in English required and preferably also in another relevant for the project language, e.g., Spanish, Indonesian.
Ability to travel to project focus countries.

General professional experience:
Preferably 10 years of professional experience in monitoring, reporting, and review of greenhouse gas emissions, in particular of developing countries (GHG inventories/national Communications), but a minimum of 5 years required. Previous participation in the Consultative Group of Experts (CGE) is considered an asset.

Preferably 10 years of experience with the international negotiations under the UNFCCC but a minimum of 5 years required.

Specific professional experience:
Specific experience is required on:
a) compilation of GHG inventories and/or of national Communications preferably for developing countries,
b) with the implementation of the IPCC and UNFCCC guidelines. Good knowledge of forestry related emission inventories considered an asset. Some working experience in developing countries is required.

2) Expert (f/m) in design and implementation of Capacity Building programmes

Responsibilities
Among the responsibilities will be the following activities:
The expert will be responsible for the overall coordination of the capacity building activities. He needs to take care that they address both technical and institutional aspects and are organised within the target countries. While preparing for the implementation of the capacity building activities it is important to be in close contact and cooperation with the national authorities of Indonesia and Mexico and any other relevant stakeholders.

Qualifications and skills:
University degree.
Excellent analytical and communication skills required.
Technical expertise in capacity building, institution strengthening and sustainability, publicprivate partnerships, delivery of technical assistance, program management.
Fluency in English required and preferably also in another relevant for the project language, e.g., Spanish, Indonesian.
Ability to travel to project focus countries.

General professional experience:
Minimum 10 years of professional experience in design and implementation of capacity building programs in developing countries among which preferably Indonesia and Mexico.

3) Key Short Term Expert (f/m) for policy design and climate change mitigation policies

Responsibilities
Among the responsibilities will be the following activities:
The expert will provide technical assistance in designing and evaluating policies, including the use of modelling tools with policy scenarios development. It is aimed to build capacity in Mexico and Indonesia for the formulation, design and implementation of low-emission development strategies and nationally appropriate mitigation actions (NAMAs) in the context of sustainable development. This will imply building capacity for modelling, identification of mitigation opportunities and costs as well as technology roadmaps and formulation and evaluation of policies and measures.

Qualifications and skills:
University degree.
Excellent analytical and communication skills required.
Fluency in English required and preferably also in another relevant for the project language, e.g., Spanish, Indonesian.
Ability to travel to project focus countries.

General professional experience:
Minimum 5 years of experience with policy design and climate change mitigation policies. This can include specific domains such as crediting mechanisms, energy efficiency, renewables, forest policy, etc.

Specific professional experience:
Experience in evaluating and designing policies, including the use of modelling tools with policy scenarios development to inform policy makers

4) Key Short Term Expert (f/m) for GHG accounting and reporting, and design of programmes aimed at GHG emission reductions

Responsibilities
Among the responsibilities will be the following activities:
The expert will take part in building capacity in Indonesia and Mexico for the monitoring, and reporting of greenhouse gases emissions on a systematic and frequent basis, and for the monitoring, reporting and verification mitigation actions and their effects. This will amongst others include setting up solid national monitoring and reporting systems, modelling and synthesising information in a reporting system.

Qualifications and skills:
University degree.
Excellent analytical and communication skills required.
Fluency in English required and preferably also in another relevant for the project language, e.g., Spanish, Indonesian.
Ability to travel to project focus countries.

General professional experience:
Minimum 5 years of professional experience in corporate-, industry and project-level GHG accounting and reporting, and design of programs aimed at GHG emission reductions.

Specific professional experience:
Experience in working with the GHG protocol developed by WRI with JI and CDM is considered an asset. Some working experience in developing countries would be highly desirable. Specific experience with design and implementation of capacity building programs aimed at enhancing a country's capacity to monitor and report greenhouse gas emissions is required. Specific experience with design and implementation of capacity building programs aimed at enhancing institutional or industry capacity to monitor and report greenhouse gas emissions is an asset. Working experience in developing countries among which preferably Indonesia and Mexico would be highly desirable.
