EXPRESSION OF INTEREST
FOR CONDUCTING BASELINE SURVEY
 

Expressions of interest is invited from reputed consulting agencies to undertake baseline survey on current capacities, knowledge, attitude and practice of different service providers on Harm Reduction services among Injecting Drug Users (IDUs). 

Interested agencies may kindly submit their expression of interest besides their profile and past experience in conducting surveys in no more than three (3) A4 size pages before 5.00 pm on 13-May-2011 to ehaGF9@gmail.com 

Background:

The Emmanuel Hospital Association (EHA) is a Principal Recipient (PR) of The Global Fund Round-9 India HIV-IDU Grant. The objective of this grant is to strengthen the capacity, reach and quality of IDU Harm Reduction services. The project rolled-out on 01-October-2010 and the EHA has established a Project Management Unit (PMU) to implement the grant as per the agreement with The Global Fund. The Project Director of the PMU on behalf of the PR invites expression of interest from reputed consulting agencies to conduct baseline survey across India from selected Harm Reduction sites and service providers. 

Activities under the grant will complement and supplement towards achievement of two outcome indicators of NACP-III and also reduce the gap in knowledge levels of service providers and community on Harm Reduction among IDUs.  It is to this end the PMU is planning to conduct a baseline survey to assess existing levels of capacities, knowledge, attitude and practice among the various categories of service providers (Doctors, Nurses), Programme Monitoring staff (Project Managers, Counsellors), Outreach Workers, Peer Educators and Community representatives. The proposed baseline survey will be conducted between May-July, 2011. 

Survey Schedules:

Keeping in view the requirements, baseline survey schedules / questionnaires are to be developed by the survey agency in consultation and with technical inputs from PMU.

Survey Methodology:

The baseline survey is primary in nature and is to be done through direct contact method only. For the community representative part of survey hotspots of the harm reduction site need to be contacted.  

Harm reduction site to be surveyed:

Baseline survey is expected to cover about 50 institutions / harm reduction sites from different villages / hamlets from different parts of India. The block wise details of the villages for each hotspot / harm reduction site indicating their respective location details will be provided to successful technically qualified and short listed agencies.

Survey schedule:

Baseline survey of all categories (Doctors, Nurses, Project Managers, Counsellors, Out Reach Workers, Peer Educators) is required to be completed in all respects and the reports should be submitted positively as per the following schedule: - 

Period                        Reports to be submitted

Within 15 days:         Questionnaires for all categories

Within 45 days:         Data collection to be completed

Within 60 days:         Draft report should be submitted

Within 75 days:         Sharing of results found

Within 90 days:         Final report incorporating the inputs provided on draft report 

Financial Bid:

The financial bid for the work will be requested from the technical qualified consulting agencies. 

Selection of Consulting Agencies:

Only Consulting Agencies based in India, having long standing experience in rural development activities particularly in remote locations and having good physical and financial track records will be eligible for the assignment  

A two–step process would be adopted for selection of Consulting Agencies. 

In the first step Consulting Agencies will be short listed on the basis of their appraisals submitted in form duly substantiated through proper documentary evidence. 

In the second step, the Consulting Agency will be finalized on financial bids submitted.

The decision of the Emmanuel Hospital Association shall be final, and no enquiries, or application for review, shall be entertained. The EHA reserves the right to cancel the call for EOI without assigning any reason.
