Brief description: The Results and Programme Effectiveness Officer will sit in DFID India’s Strategy Results and Communications team and report to the Strategy and Results Manager. S/he will also work closely with the Results Adviser and the Ministerial and Programme Effectiveness Manager.

General description

Despite India’s rapid economic growth, there are still substantial development challenges in the poorer parts of India. DFID India is responsible for a programme of development cooperation with Indian partners worth £280 million per year. Focused mainly on the states of Bihar, Madhya Pradesh, Orissa, and West Bengal, the programme includes work in health, education, governance, infrastructure, rural livelihoods, and urban development. In all these areas, we focus particularly on women and girls. A new programme of work to support private sector development to deliver jobs, products, infrastructure and basic services is being designed. There is an innovative cross-departmental unit on climate change within DFID.
DFID India works in partnership with government, international organisations, civil society and private sector. The 90 staff based in our New Delhi office (co-location with the British High Commission is planned for 2012) work with the Government of India on nationwide programmes, and with governments in a number of states with particular poverty needs. The State Offices provide support and local knowledge.
The Strategy, Results and Communications team (SRC) sits at the centre of DFID India and has several key functions:

  1. It supports DFID India's strategic planning process and the coherent delivery of DFID India's programme and policy priorities.
  2. It provides high quality support to DFID-I’s Head of Office, high level visits, the Strategy Committee and Tuesday afternoon meetings (TAM).
  3. SRC drives DFID India’s adherence to, and delivery of DFID’s results agenda – ensuring that DFID’s programmes are having real impact.
  4. It leads on DFID India’s communications to maintain support for aid to India, and helps DFID India to manage its stakeholders in the UK and India.
  5. SRC leads on ensuring DFID India meets its corporate reporting requirements and compliance with corporate agendas including producing high quality, timely briefs, Parliamentary Questions and letters.

The post holder will support the SRC team to deliver on our results and corporate returns agenda, while also contributing to our stakeholder management processes through the production of high quality briefing and correspondence for various audiences.

Duties

  • Provide strong management and administrative support to the strategy and results work programme to ensure timely achievement of deliverables/deadlines
  • Supporting the team’s efforts to strengthen DFID India’s evaluation and policy work by providing efficient administration of DFID India’s Evaluation Fund (£2mn) and Policy Support Fund; managing budgets, corporate reporting and monitoring expenditure
  • Coordinate cross-office information gathering to ensure timely compliance with corporate reporting requirements on results and other corporate priorities
  • Provide support on monitoring delivery of DFID India’s Operational Plan results.
  • Manage and administer consultancy contracts, including the Evaluation Framework Agreement and supporting its implementation and managing the relationship with the participating consultants
  • Maintain close co-ordination and effective working relationships with programme managers and officers in DFID India to ensure delivery and effective communication of our results agenda and good programme coherence
  • Support preparation for high-level visits by making logistical arrangements and coordinating the development of programmes to achieve the objectives of the visit
  • Support the production of high quality briefings, Parliamentary Questions and letters for internal and external stakeholders including UK Ministers, Members of Parliament and the public.
